The Government issues a plan to implement the Law on Digital Transformation

Deputy Prime Minister Nguyen Chi Dung has signed Decision No. 268 dated February 12, 2026, issuing the Plan for the implementation of the Law on Digital Transformation No. 148/2025. The Plan aims to clearly define specific tasks, timelines, and responsibilities of relevant agencies to ensure the timely, synchronized, and effective enforcement of the Law in accordance with the “six clear principles”: clear persons, clear tasks, clear authority, clear responsibility, clear timelines, and clear outcomes.
Drafting Legal Documents and Reviewing Regulations
A key task is the development of detailed implementing regulations in accordance with Decision No. 2835 dated December 31, 2025. Ministries and agencies shall review previously issued guiding documents under the 2006 Law on Information Technology to determine whether they remain in effect or to propose amendments in line with the Law on Digital Transformation.
- May 2026: Ministries and agencies submit review results to the Ministry of Science and Technology.
- June 2026: The Ministry of Science and Technology consolidates and reports to the Prime Minister.

Diversifying Communication Efforts, Prioritizing Disadvantaged Areas
Starting from 2026, government agencies will intensify dissemination of knowledge about the Law through various forms:
- Guidance materials: Compiling materials introducing basic content, to be published on the National Portal for Legal Dissemination and Education.
- Communication formats: Utilization of social media platforms, mobile applications, webinars, infographics, and visual videos.
- Targeted groups: Special emphasis will be placed on multilingual communication tailored to the elderly, children, persons with disabilities, ethnic minority communities, and residents in remote, mountainous, border, and island areas.
Implementation, Monitoring, and Supervision
The Ministry of Science and Technology, in coordination with other ministries and local authorities, will review and assess existing national strategies and programs to ensure alignment with the new provisions under Articles 4 and 9 of the Law. Implementation must be closely linked to the transition toward green energy and the assurance of information security.
The Ministry of Science and Technology will take the lead, in coordination with the Ministry of Justice and relevant agencies, in inspecting and urging the enforcement of the Law. The Minister of Science and Technology is responsible for assisting the Prime Minister in monitoring implementation progress, submitting annual reports, and proposing commendations for communication products with high public impact.
Based on this Plan, ministries, sectors, and localities are responsible for integrating assigned tasks into their respective work programs to ensure that the Law is promptly and effectively put into practice.
