Free ferry tickets for all students and teachers in Cat Hai special zone
Students and teachers with permanent residence in Cat Hai special zone are exempt from 100% of the ferry fare across Dong Bai - Cai Vieng in Hai Phong City.
According to the Department of Construction, from February 1, 2026, the public passenger transport service by ferry at Dong Bai - Cai Vieng ferry terminal will implement a policy of free or reduced fares for certain groups according to the city’s regulations.
Specifically, students, and teachers with permanent residence in Cat Hai special zone are exempt from 100% of the ferry fare.
Local residents with permanent residence in Cat Hai special zone who travel on foot, by bicycle, motorbike, or private cars with fewer than 9 seats (non-commercial) are receive a 50% discount on ferry services.
The free and reduced ferry service fares are implemented based on Article 5 of Contract No. 01/4787 signed on January 27, 2026, between the Department of Construction and the joint venture of Hai Phong Waterway Traffic Assurance Joint Stock Company and Bayview Cat Ba Limited Company (the operator of the Dong Bai - Cai Vieng ferry route in 2026).
