Hai Phong City Social Insurance has recently held a conference to review its performance in 2025 and to roll out key directions and tasks for 2026.
In 2026, Hai Phong City Social Insurance has identified 11 key task groups. These include focusing on improving the quality of policy advisory work for Party committees and authorities at all levels; sustainably expanding the number of participants, especially those enrolled in voluntary social insurance; strengthening contribution management and strictly controlling late payments to ensure the safety and efficiency of insurance funds. The agency will also continue to promote administrative procedure reform and digital transformation in tandem with improving service quality; innovate policy communication efforts; enhance inspection and post-inspection activities; and consolidate its organizational structure to meet task requirements in the new period.
In 2025, the implementation of policies and laws on social insurance, unemployment insurance, and health insurance achieved positive results. Public awareness among citizens, workers, and employers of insurance laws, policies, and schemes improved markedly, making an important contribution to political stability, economic development, and the assurance of sustainable social security.
The numbers of participants in social insurance, unemployment insurance, and health insurance all exceeded the targets assigned by Viet Nam Social Insurance and increased compared to 2024. Specifically, 55.5% of the working-age labor force participated in social insurance, surpassing the target by 10.5 percentage points. Health insurance coverage reached 95.25%, exceeding the plan by 0.25 percentage points. The proportion of total overdue contributions was 0.5 percentage points lower than the assigned target.

Hai Phong City Social Insurance is one of five units that recorded outstanding achievements in contribution management and participant development during the first 11 months of 2025. The settlement of insurance entitlements and policies has always been carried out promptly and in accordance with regulations, ensuring the rights of participants. Payments of social insurance benefits have been accurate and secure, with no losses incurred; the proportion of benefit payments made via personal bank accounts has remained high. Revenue collection for social insurance, health insurance, and unemployment insurance exceeded the assigned targets.
The appraisal of health insurance medical examination and treatment costs has been conducted in a timely manner and in compliance with regulations; data have been disclosed in a transparent manner; patients’ rights have been safeguarded; and the health insurance medical care fund has been used effectively. The level of satisfaction among individuals and organizations with the services provided by the social insurance sector in the city remains high.
On this occasion, four individuals from Hai Phong City Social Insurance were awarded the Third-Class Labor Order by the President, while three collectives and eleven individuals received Certificates of Merit from the Prime Minister.
