Organizing a joyful, safe, and economical Lunar New Year

The Hai Phong City People’s Committee requires departments, agencies, mass organizations, and local authorities to synchronously implement tasks and solutions to serve the public during the Lunar New Year.

The Hai Phong City People’s Committee has just issued a Directive on organizing the Lunar New Year 2026, requesting city departments, agencies, mass organizations, and the People’s Committees of communes, wards, and towns to focus on leadership, direction, and the synchronized implementation of tasks and solutions to serve the public in celebrating a joyful, healthy, safe, and economical Tet holiday, ensuring social welfare and maintaining political stability and social order and safety across the city.

The Directive emphasizes the need to promote the nation’s fine cultural traditions and the spirit of solidarity and mutual support, while caring for the material and spiritual lives of the people, especially those with meritorious service, policy beneficiaries, the poor, workers, and people in remote, border, and island areas, with the overarching principle that “no one is left behind.”

The City People’s Committee requires all levels and sectors to organize activities celebrating the Party and Spring in connection with extensive communication on the socio-economic development achievements of the country and the city; to celebrate the success of the 14th National Congress of the Communist Party of Vietnam; and to commemorate the 96th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 – February 3, 2026) and the 80th anniversary of the first General Election to elect the National Assembly of Vietnam (January 6, 1946 – January 6, 2026). These activities aim to create an atmosphere of excitement and confidence throughout society, encouraging patriotic emulation movements and creative labor from the very first days of the new year.

The Department of Culture, Sports and Tourism is assigned to take the lead, in coordination with relevant agencies and units, in organizing cultural, artistic, and sports activities to welcome the Lunar New Year 2026, ensuring practicality, effectiveness, and suitability to the city’s actual conditions. The city will consider organizing fireworks displays to celebrate the Lunar New Year at several appropriate locations, ensuring absolute safety and compliance with regulations, without using the state budget. Community cultural spaces and Spring and Tet celebration activities will be organized in rural, remote, and disadvantaged areas, as well as in the Cat Hai special zone, ensuring that all residents can enjoy the festive atmosphere.

The management and organization of festivals are required to be carried out strictly and in accordance with legal regulations, ensuring civilized conduct, preserving traditional cultural identity, eliminating outdated customs and superstitions, and preventing the exploitation of festivals for personal gain. Cultural service businesses, advertising, tourism, and sports activities during the Tet holiday will be subject to enhanced inspection and supervision, with strict handling of violations.

In the field of trade, the Department of Industry and Trade will take the lead in closely monitoring market developments and the supply and demand of goods, especially essential commodities serving consumer needs during the year-end period and the Lunar New Year; proactively implementing regulatory measures to ensure stable supply and prevent shortages or unreasonable price increases.

Market management forces will strengthen market inspection and supervision while avoiding obstruction to lawful production and business activities of enterprises and the public; focusing on combating and strictly handling acts of smuggling, trade fraud, the production and sale of counterfeit and substandard goods, violations of food safety, origin fraud, and infringements of intellectual property rights, especially for consumer goods in high demand during the Tet holiday. The city will continue to promote the campaign “Vietnamese People Prioritize Using Vietnamese Goods” and effectively implement market stabilization programs.

The Department of Finance will closely monitor market price developments, coordinate with relevant agencies to advise the City People’s Committee on price stabilization measures when necessary; strictly manage the use of the state budget to ensure thriftiness, efficiency, and compliance with regulations, standards, and norms; and strengthen inspection and supervision of financial and budgetary work toward the end of the year.

The Department of Agriculture and Environment will closely monitor weather and natural disaster conditions; direct the 2026 winter–spring crop production to ensure timely and effective implementation; strengthen disease prevention and control for crops and livestock; ensure a supply of safe agricultural and food products to meet public consumption needs during Tet. It will also launch and effectively organize the Tree-Planting Festival, enhance environmental protection efforts, and strengthen the collection, transportation, and treatment of household waste, ensuring that no waste accumulation occurs during the Tet holiday.

The Department of Health will direct medical facilities to strengthen measures for the prevention and control of infectious diseases, preventing outbreaks and widespread transmission; ensure 24/7 medical examination, treatment, and emergency services during the Tet holiday; and fully prepare personnel, medicines, chemicals, supplies, and medical equipment. Food safety assurance will be strengthened, with strict handling of violating establishments, ensuring that no food poisoning incidents occur, especially mass food poisoning cases.

The Department of Construction will coordinate with sectors and localities to effectively organize passenger and freight transportation services to meet the public’s travel and transport needs before, during, and after Tet; and require transport operators to strictly comply with price listing and sell tickets at the listed prices. Efforts to ensure traffic order and safety will be intensified, promptly addressing traffic “black spots”, and limiting congestion on key traffic routes, city gateways, railway stations, bus terminals, and airports.

The City Public Security will synchronously implement plans to ensure political security and social order and safety; launch peak campaigns to crack down on all types of crimes before, during, and after Tet; proactively prevent and combat criminal, economic, drug-related crimes, and social evils; and resolutely prevent and strictly handle the illegal production, trading, and use of fireworks and firecrackers.

The City Military Command will strictly maintain combat readiness duty; closely coordinate with forces to ensure national defense and security; participate in disaster prevention and response and search and rescue operations; and organize visits and encouragement for policy beneficiaries and forces on duty during Tet, contributing to a safe and warm Spring celebration for the people.

The City People’s Committee has also assigned specific tasks to other departments and agencies.
