Commenting on Vietnam's agenda for the next five years, the Modern Diplomacy evaluates that the draft resolution of the 14th National Party Congress shows a stronger focus on security and ambitious economic growth. The Communist Party of Vietnam sets a target of at least 10% annual growth for the next five years, a significant leap from the first five-year period of the decade. According to the author, on the international stage, Vietnam's political stability provides reassurance to investors seeking reliability and stability.

In a post titled "The 14th National Congress of the Communist Party of Vietnam opens", the Shanghai Observer reviews the economic goals of the 13th National Congress of the Communist Party of Vietnam, including: by 2025, transforming Vietnam into a developing nation with industry oriented toward modernity, surpassing the lower-middle-income threshold; by 2030, becoming a developing nation with high middle income and a modern industry; by 2045, becoming a developed nation with high income.

Analysts note that this implies Vietnam's per capita GDP needs to increase by an additional 70% from the current level of about USD 5,000 by 2030. The Vietnamese Government is expected to focus on promoting the private sector, digital economy, and science and technology.
