From July 1, personal identification numbers to be used as electronic records codes of officials and public employees

Under newly issued regulations taking effect from July 1, 2026, personal identification numbers will be uniformly used as electronic records codes for cadres, civil servants, and public employees.

The use of personal identification numbers as electronic records codes for cadres, civil servants, and public employees will take effect from July 1, 2026.

On January 19, the Government promulgated Decree No. 27/2026 on the National Database of cadres, civil servants, and public employees.

The Decree stipulates that the electronic records of cadres, civil servants, and public employees shall include: an electronic curriculum vitae (e-CV) and other records components generated from data on cadres, civil servants, and public employees.

Each cadre, civil servant, and public employee shall have a single electronic records attached to a unique identification code (electronic records code) for management and retrieval in the electronic environment.

Personal identification numbers shall be uniformly used as electronic records code for cadres, civil servants, and public employees.

The retention period for electronic records shall comply with regulations on clerical work and archives; laws on cadres, civil servants, and public employees; and laws on data, ensuring data integrity, availability, and accessibility.

The electronic curriculum vitae shall be created concurrently with the establishment of the electronic records and attached to one unique electronic records. The identification number of the electronic curriculum vitae shall be consistent with the electronic records code.

The structure of the electronic curriculum vitae shall be established in accordance with regulations on the management of records of cadres, civil servants, and public employees. Data sources for creating the electronic curriculum vitae shall be derived from data on cadres, civil servants, and public employees.

Cadres, civil servants, and public employees are responsible for regularly updating their personal information and data in the electronic records whenever changes arise and shall bear legal responsibility for the truthfulness and accuracy of the information and data updated.

Agencies employing cadres, civil servants, and public employees are responsible for regularly updating information and data arising from personnel management operations into the electronic records and synchronizing them with the National Database of Cadres, Civil Servants, and Public Employees within no more than three working days from the time such information arises.

Decree No. 27/2026 takes effect from July 1, 2026.
