Hai Phong upholds its potential and advantages for development
The Hai Phong City Party Committee has making great efforts in mobilizing all its potentials and advantages to drive economic development alongside the nation.
Overcoming challenges
According to the city's Finance Department's report at a meeting on public investment disbursement, by October 16, 2025, Hai Phong had disbursed over 24,390 billion VND in public investment capital, reaching 68% of the plan assigned by the Prime Minister and over 62% of the plan set by the city People's Council for 2025.
This performance ranks Hai Phong 8th nationwide in public investment disbursement progress, surpassing the national average. Determined to achieve 100% disbursement as directed by the Prime Minister, Secretary of the City Party Committee Le Tien Chau has assigned district and commune Party Secretaries and People's Committee Chairmen with site clearance responsibilities; investors with construction progress and quality; the Department of Finance and State Treasury with maximum support for disbursement and settlement.
As a result, at the national conference to promote public investment for 2025 and 2026 held on January 9, Hai Phong was among the top 15 localities with the highest disbursement rate of 104.9%.
With high determination and great efforts, Hai Phong stands as the only locality achieving double-digit GRDP growth for 11 consecutive years, a national bright spot. Budget revenue has notably surged, with a record four straight years exceeding 100,000 billion VND. This has enabled Haiphong to mobilize trillions of VND in total social investment capital in recent years, while funding local development and resident welfare.
Accelerating development alongside the nation
As a leading exemplary locality, for 2026 and the 2026-2030 period, the city targets average growth of 13% or higher, aiming for 14% annually to contribute to the national goal of double-digit economic growth in this new development era.
In 2026, under the theme "Proactive Implementation; Upholding Momentum; Breakthrough Growth," every cadre, Party member, and citizen will continue to uphold the "Heroic Port City" tradition to pioneer new solutions and models, turning resolutions from the 14th National Congress and the 1st Congress of Hai Phong City Party Committee into reality. Haiphong aims to meet and exceed 2026 targets and those for 2026-2030, building Hai Phong to become a modern, civilized, eco-friendly port city worthy of Southeast Asia, marching into a new era alongside the nation.
