Hai Phong residents look toward 14th National Party Congress
Officials, Party members and people of Hai Phong City are placing their trust and expectations in the 14th National Congress of the Communist Party of Vietnam.

These days, every corner of the city is in red, with national flags, Party flags, banners, slogans, panels and posters welcoming the 14th National Party Congress. Ahead of the opening of the 14th Congress on January 19, officials, Party members and local residents of Hai Phong express deep confidence that the Party’s leadership will steer the country into a new era of development.
Spreading new momentum

In the lead-up to the 14th National Party Congress, Hai Phong has broken ground on three industrial parks covering a total area of more than 1,000 hectares, with combined investment capital of nearly VND 20 trillion.
Amid the upbeat atmosphere, on the morning of January 15, An Phong Ward, in coordination with Viet Tiep Hospital, organized a general health check-up program for local residents. After having her blood pressure measured, Mrs. Nguyen Thi Mui of Phi Xa Residential Quarter shared with delight: “In the past, I only sought medical care when I felt unwell. This is the first time I have received a comprehensive health check-up. With the care of the Party, the State and local authorities, having such a check-up once a year is very meaningful for local residents”.
The recent development of Hai Phong stands as vivid evidence of the Party’s sound leadership.
Many new projects of significance to development and public welfare have been implemented, including Bac Song Cam New Urban Area, the Political–Administrative Center, the Conference and Performance Center, Ben Rung Bridge, Lai Xuan Bridge, Nguyen Trai Bridge, Ring Road 2, among others.
Alongside these are major transport projects such as Ring Road I and Ring Road II of the former Hai Duong City; as well as transport projects linking 57 key projects with a total length of about 285 km and total investment of nearly VND 30 trillion.
What makes local residents proud is that following the merger, a new position for Hai Phong has been established, with the country’s third-largest economic scale, reaching USD 33 billion. Hai Phong is the only locality nationwide that has maintained double-digit growth for 11 consecutive years. In 2025, the city’s GRDP increased by 11.81 percent, ranking second nationwide.

Steadfast confidence
As the economy continues to grow, social security policies have been rolled out in tandem, helping improve living standards while maintaining political and social stability. These tangible outcomes have further strengthened public confidence in the Party.
Mr. Vu Ngoc Duoc, a 40-year Party member in Ngo Quyen Ward, said the city’s transformation has been evident year by year, reinforcing public confidence in the Party’s leadership and expectations for the 14th Congress.
Joining neighbors in hanging banners and flags along inter-village roads to welcome the 14th Party Congress, Ms. Pham Thi Huong of Dong Trai Village, Truong Tan Commune, said she was optimistic ahead of the Congress and hoped that under the Party’s leadership, the country and the city would continue to develop, with greater attention given to improving people’s lives.
New thinking, new vision
A light drizzle signals the arrival of spring. From rural areas to urban centers, people are filled with anticipation ahead of this major national event. Ahead of the 14th National Party Congress, Dr. Bui Thanh Tung, a member of the Hai Phong Party delegation, Chairman of the City’s Union of Science and Technology Associations, expressed his confidence that this Congress would be decisive for the country’s future development when entering a new era of strategic autonomy, national self-reliance and deeper global integration.
For a younger official, Mr. Vuong Toan Thu Thuy, Secretary of the Party Committee of Thien Huong Ward, said local officials, Party members and residents have high expectations for the 14th Party Congress. With a new vision and great aspirations, the Congress is expected to set forth breakthrough orientations in Party building, closely linked to reforms of the national governance model, while promoting democracy and sense of responsibility. This Congress carries historic significance, marking a turning point in the nation’s development toward greater autonomy, self-reliance, confidence and happiness. The key highlight of the Congress is its theme, which sets out the goal of “Peace, independence, national sovereignty, democracy, prosperity, civilization and happiness, while steadfastly advancing toward socialism".
