Hai Phong scales up effective administrative reform initiatives
Departments, agencies and local authorities across Hai Phong are rolling out a wide range of people-centric initiatives aimed at building a more friendly, modern and service-oriented public administration.

New insights from practice
In December, the Chairman of the Hai Phong People’s Committee issued four decisions recognizing 51 initiatives in the field of administrative reform in 2025. Notable initiatives include the development of a “Virtual Assistant of Tan Minh Commune”; the promotion of electronic certified copies via the National Public Service Portal in Tien Minh Commune; solutions to accelerate the issuance of first-time land-use right certificates in Nhi Chieu Ward, a model combining document reuse with the use of population data in Le Chan Ward; and the “Door-to-Door Public Services for the Elderly” initiative in Viet Hoa Ward.
Most initiatives are based on practical analysis, addressing bottlenecks at the grassroots level. The approach is in line with the national strategy for digital government and helped Hai An Ward rank second among 114 local units in the city’s 2025 administrative reform index.

Enhancing satisfaction
According to the 2025 survey on the satisfaction with public administrative services in Hai Phong, localities and units that actively implemented administrative reform initiatives consistently recorded higher scores. It demonstrates the effectiveness of these initiatives.
Tan Minh Commune officially launched the “Tan Minh Commune Zalo Mini App”. From 2026 the application will enable residents to perform a range of key tasks directly on their smartphones, including checking the progress of their administrative applications, registering for public service appointments, submitting feedback and petitions to local authorities, contacting commune leaders in emergencies, and quickly accessing official announcements. Notably, the application “Virtual Assistant of Tan Minh Commune” can provide information and guidance on administrative procedures anytime, anywhere.
These models and initiatives aim to not only reduce paperwork, travel time and procedural costs, but also build a transparent and modern “paperless” public administration center. Residents are guided in using digital platforms such as the National Public Service Portal and the VNeID application to submit dossiers, track processing progress and receive administrative procedure results online.
Ms. Nguyen Thi Ngan, Director of Ngan Thang Transport Co., Ltd. in Kim Thanh Commune (Hai Phong City), said that initiatives advanced by departments, sectors and local authorities have significantly supported businesses in handling administrative procedures online, reducing paperwork and save time.
The satisfaction of citizens and businesses gives impetus to public employees to further intensify efforts in advancing initiatives. These initiatives have enhanced public satisfaction, building a professional and modern public administration system.
