Hai Phong establishes Management Board for Transport Infrastructure Construction Projects

The Hai Phong City People’s Committee has restructured the Hai Phong Management Board for Transport and Agricultural Infrastructure Construction Projects into the Hai Phong Management Board for Transport Infrastructure Construction Projects, as part of efforts to streamline the organizational structure and improving efficiency.

Chairman of the Hai Phong City People’s Committee Le Ngoc Chau has signed the decision approving the restructuring and establishment of the reorganized management board.

The Hai Phong Management Board for Transport Infrastructure Construction Projects is a public non-business unit directly under the Hai Phong City People’s Committee.

In terms of functions, the management board acts as the project owner for investment and construction projects in the transport sector, while also performing other tasks assigned by the City People’s Committee in compliance with relevant laws and regulations.

The board is responsible for managing investment and construction projects using state budget funds and state capital outside the state budget, as decided by the Chairman of the City People’s Committee in accordance with the city’s decentralization regulations

It is also tasked with receiving, managing and utilizing investment capital in accordance with the law, and handing over completed works to competent agencies or units for operation and use. The board may directly manage, operate completed projects as assigned competent authorities, if required.

In addition, the management board may invest in construction projects within its assigned functions and professional remit, using mobilized capital through socialized investment, public–private partnership (PPP) models, or other forms permitted by law.

The Hai Phong Management Board for Transport Infrastructure Construction Projects is headed by a General Director, supported by no more than three Deputy General Directors, and comprises nine specialized departments.

The decision takes effect from January 14, 2026.
