Legal framework for green tourism development
Hai Phong is gradually implementing a green tourism model linked to resource conservation, improved service quality and community responsibility, laying the foundation for the city's long-term tourism development.

Hai Phong boasts diverse tourism potential, with rich marine island systems, ecological sites, and cultural-historical assets. In recent years, alongside the recovery and growth of the tourism industry, the city has paid greater attention to sustainable development requirements, minimizing negative environmental impacts, especially in key areas like the Cat Ba archipelago, Do Son, and ecological and community tourism destinations.
One of highlight examples is the orientation for Viet Hai village, the ‘green gem’ amid the Cat Ba archipelago, to become a model green community tourism destination for the 2025-2030 period. Under the green transformation plan, key pillars implemented in Viet Hai include using renewable energy, developing eco-friendly transportation, minimizing and sorting waste at source, recycling waste, promoting circular economy practices, and preserving cultural-social values. The goal is for Viet Hai to become the first site to complete its green transformation by 2030, serving as a basis to replicate the model across the entire Cat Hai special zone and other coastal tourism areas in Hai Phong city.

Despite achieving some positive results, developing green tourism in Hai Phong still faces numerous challenges, including waste pressure, overexploitation of resources, uneven service quality, and limited environmental awareness among some organizations and individuals. To address these shortcomings, the Hai Phong People's Committee has issued the Green Tourism Criteria Set, focusing on sustainable management, environmental protection, efficient resource use, cultural value preservation, and enhancing corporate social responsibility.
With the target of welcoming about 16 million visitors in 2026 and aiming for 25 million by 2030, green tourism development is seen as an inevitable path, helping elevate Hai Phong's image as a friendly, safe, and sustainable destination while providing momentum for the city's tourism industry to grow steadily and long-term socio-economic benefits with environmental protection.
