Superior mechanism
For many years, Hai Phong city has been recognized as a key growth pole for industry and logistics in northern Vietnam. However, as the economy expands, institutional limitations, administrative procedures, and transaction costs have become evident. In this context, the National Assembly's Resolution No. 226 authorizing a pilot Free Trade Zone in Hai Phong raises business expectations for an attractive investment environment with superior incentives.
At a recent conference on investment potential and opportunities themed "Hai Phong Free Trade Zone – A destination for a new Era," Hai Phong People's Committee Vice Chairman Le Trung Kien emphasized that the zone is the first model in northern Vietnam, built on international experience and aligned with local development realities. The city anticipates that new institutions and policies from the FTZ will not only attract fresh capital flows but also enable businesses to restructure supply chains, upgrade technology, and integrate more deeply into global trade networks.
Waiting for the "boost"

The business community's greatest expectation for the Free Trade Zone is policy stability, transparency, and predictability. Amid increasingly selective international investment flows, investors seek not only short-term incentives but also long-term institutional consistency and operational efficiency.
Domestic businesses also view the Free Trade Zone as a new "runway" for development strategies. Representatives from some industrial park infrastructure investors in Dinh Vu - Cat Hai believe that within the FTZ, secondary businesses will gain more room to develop integrated production-logistics models, rather than focusing solely on processing. This holds special significance as Vietnam promotes shifts toward high-tech industries, green economy, and circular economy.
