Government assigns Hai Phong target of completing 6,700 social housing units in 2026
The Government has assigned social housing development targets to each locality for the 2026–2030 period, striving to achieve the goal of completing at least one million social housing units by 2030.

The Government has recently issued Resolution No. 7 dated January 12, 2026, on assigning social housing development targets to localities for the 2026–2030 period.
Accordingly, the development of social housing is identified as a political determination and a key task of the Party and the entire political system. It carries both social welfare significance and serves as a driving force for socio-economic development, contributing to the assurance of social progress and equity.
In recent years, the Government and the Prime Minister have provided strong and decisive direction and implemented numerous tasks, including the issuance of 22 resolutions, 12 directives, decisions, and official dispatches on social housing development. The Prime Minister has also chaired nationwide conferences to implement social housing development, with a range of specific and resolute solutions and tasks aimed at removing obstacles and promoting the development of social housing.
From the beginning of the year, the Prime Minister issued Decision No. 444 dated February 27, 2025, assigning targets for the completion of social housing units in 2025 and subsequent years through 2030 to ministries, sectors, and localities for implementation.
Under the Government’s direction, social housing development has seen many positive changes. Cumulatively through the end of December 2025, there were 698 social housing projects nationwide under implementation, with a total scale of 657,441 units.
Of these, 193 projects had been completed, providing 169,143 units; 200 projects had commenced construction and were under development, with 134,111 units (in 2025 alone, 90 new projects were launched with a scale of 95,630 units, and 102,633 units were completed out of a target of 100,275, achieving 102% of the plan); and 305 projects have received investment approval with a scale of 354,187 units.
The total number of projects completed, under construction, or approved in principle by 2025 accounts for approximately 62% of the target set under the scheme to build about 1,062,200 social housing units. However, to achieve the goal of completing the investment and construction of at least one million social housing units by 2030, the workload ahead remains very substantial.
Hai Phong has been assigned targets to complete 6,700 social housing apartments in 2026, 7,200 units in 2027, 6,150 units in 2028, 6,200 units in 2029, and 6,600 units in 2030. In total, during the 2025–2030 period, Hai Phong is required to complete 43,539 social housing units.
According to the resolution, localities are required to meet or exceed the assigned social housing development targets for the 2026–2030 period, contributing to the achievement of the national overall goal.
