Hai Phong People’s Committee reviews 2025 socio-economic performance, sets tasks for 2026

Secretary of the Hai Phong City Party Committee Le Tien Chau expressed confidence that with unified awareness, decisive action, and strict discipline in implementation, 2026 will bring about clear and substantive progress in the city’s socio-economic development.

On the afternoon of January 9, the Hai Phong City People’s Committee convened a conference to review the implementation of the 2025 socio-economic development plan, state budget revenue and expenditure, and public investment disbursement; to outline directions, tasks, and solutions for 2026; and to announce the decision approving adjustments to the Hai Phong City Master Plan. The conference was held in a hybrid format, connecting 114 locations across communes, wards, and special zones.

The event was attended by Secretary of Hai Phong City Party Committee and Head of the Hai Phong National Assembly Delegation Le Tien Chau; Standing Deputy Secretary of the City Party Committee Do Manh Hien; Deputy Secretary of the City Party Committee and Chairman of the City People’s Committee Le Ngoc Chau; Deputy Secretary of the City Party Committee and Chairman of the City People’s Council Le Van Hieu; and Deputy Secretary of the City Party Committee and Chairman of Hai Phong Viet Nam Fatherland Front Pham Van Lap, together with representatives of central agencies, members of the Standing Committee of the City Party Committee, leaders of the City People’s Council and City People’s Committee, and representatives of departments, agencies, units, communes, wards, and special zones.

“What Is Said Must Be Done, Commitments Must Deliver Results”

Addressing the conference, Member of the Party Central Committee, Secretary of the Hai Phong City Party Committee, and Head of the Hai Phong National Assembly Delegation Le Tien Chau emphasized that 2026 is of particular significance, marking the first year of implementing the Resolution of the 14th National Party Congress and the Resolution of the First Hai Phong City Party Congress opening a new term and shaping the nation’s development path in an era of rapid and sustainable growth.

Based on practical experience from 2025 and Hai Phong’s record of 11 consecutive years of double-digit economic growth, he pointed out several issues requiring focused leadership, close direction, and resolute implementation. In particular, he emphasized the importance of fostering unity and solidarity, grounded in democratic centralism and organizational discipline, as a prerequisite for the smooth post-merger operation. He underscored the decisive role of leadership and noted that Hai Phong has consistently been a pioneering locality in reform and innovation.

To uphold that tradition, he city calls on officials, Party members and the public to act proactively, think creatively, put forward practical initiatives, and pursue bold ideas for the common good. Entering a new phase of development for both the nation and the city, Secretary Le Tien Chau reaffirmed the principle that “what is said must be done, and commitments must deliver results,” expressing confidence that unified awareness, decisive action, and disciplined implementation will generate tangible socio-economic outcomes for Hai Phong in 2026.

Maximum Effort Toward the 13% Growth Target

In his closing remarks, Chairman of the Hai Phong City People’s Committee Le Ngoc Chau affirmed his commitment to translating the directives of the City Party Committee into specific programs, plans, and clearly defined tasks, ensuring effective and synchronized implementation across all levels.

To successfully achieve the socio-economic objectives approved for 2026, he called on departments, agencies, localities, and organizations to continue fostering political and ideological awareness among officials and public employees, thereby reinforcing unity in action. Based on assigned functions and responsibilities, Chairman Le Ngoc Chau requested the prompt development of implementation plans for 22 key socio-economic targets, 10 groups of tasks and solutions, and 82 specific tasks, aiming for 13% growth both quarterly and annually, alongside full public investment disbursement.

He further stressed the need to accelerate digital transformation alongside administrative procedure reform, maintain a minimum 50% reduction in administrative processing time, intensify investment promotion, diversify investment models, and prioritize projects that boost regional connectivity and drive both short- and long-term growth.

Positioning Hai Phong as a Regional Hub in Southeast Asia

At the conference, Standing Vice Chairman of the Hai Phong City People’s Committee Le Anh Quan announced the decision approving adjustments to the Hai Phong City Master Plan for the 2021–2030 period, with a vision to 2050.

Under the revised master plan, by 2030, Hai Phong aims to develop into a regional modern, civilized, ecological, and livable industrial port city in Southeast Asia, become a pioneer in industrialization, modernization, innovation, digital transformation, and green development.

The city is expected to emerge as a leading national center for the marine economy, high-quality tourism, logistics and services, and clean energy, as well as an international hub for education, research, application, and development of marine science and technology. Alongside economic growth, the material and spiritual lives of residents will continue to improve, while national defense, security, and social order remain firmly safeguarded.
