Breakthroughs in Digital Transformation
In 2025, the Hai Phong City Tax Department identified digital transformation as one of its two key breakthroughs, targeting “comprehensive digital transformation across all areas, units, and stages of tax administration.” On this basis, the sector has rolled out a synchronized package of digital solutions in tax management.
The Hai Phong City Tax Department is accelerating the application of information technology, digital platforms, and artificial intelligence (AI) in its operations, aiming to build a modern, transparent, efficient, and user-friendly tax system. The goal is to enhance taxpayer satisfaction and encourage compliance with tax obligations.
A notable highlight is the successful application of AI in financial statement analysis and tax risk identification. The department has developed an application that detects risk factors based on a set of evaluation criteria, delivering fast and accurate results. At the same time, the tax sector is promoting electronic tax audit support.
Head of the Hai Phong City Tax Department Nguyen Tien Truong said the department conducts more than 3,000 audits annually. Previously, each audit required two to three working days, but technology has cut total audit time to around 3,000 hours, saving nearly 46,000 working hours each year.
Thanks to the implementation of synchronized solutions, including digital transformation initiatives, the city’s tax revenue in 2025 reached VND 103.879 trillion, surpassing the assigned target by 25.2%, and ranking third nationwide in terms of domestic budget revenue.
