Hai Phong's economy posts highest growth among 6 centrally-run cities

In 2025, the city's GRDP surged 11.81%, topping all six centrally-governed cities.

On January 6, Hai Phong's Statistics Office held a press briefing to release the city's 2025 socioeconomic report. Despite complex global economic and political developments, widespread domestic damage from natural disasters and climate change, Hai Phong sustained strong results and ranked among Vietnam's top growth performers.​

GRDP rose about 11.81% from 2024. Though short of targets, this pace lifted Hai Phong to first among six centrally-run cities, second nationwide, and second in the Red River Delta. Multi-year double-digit growth underscores the city's robust economic stewardship, investment environment improvements, and business facilitation.

​Hai Phong's economy keeps shifting toward industrialization and modernization. Industry and construction claimed nearly 54% of GRDP, with services accounting for over 35%. This makeup clearly aligns with the city's strategy to emerge as a national center for high-qualty industry, services, and marine economic growth.

Processing and manufacturing sectors led the charge as the main driver, comprising over 44% of GRDP and growing nearly 17%.

The services sector recorded positive growth, the highest in the 2021-2025 period, with a value-added increase of 10.21%. Trade, transport, logistics, and tourism activities expanded rapidly. Total retail sales of goods and service revenue topped 377 trillion VND, up over 15%, while visitor arrivals to the city rose more than 25% from the previous year, affirming the city's growing appeal within Vietnam's national tourism network.
