Regarding digital data for the development of digital government, the strategy targets that by 2030, 100% of state agencies across the city will open and provide high-quality open data, ensuring effective access and utilization. It also aims to apply data and AI solutions to all administrative procedures eligible for online provision. In addition, all departments, agencies, communes, wards, and special administrative zones are required to establish data-related units.

In terms of digital data serving the development of the digital economy and digital society, the strategy sets a target for the digital economy to account for 40% of the city’s gross regional domestic product (GRDP).

Regarding information security and cybersecurity, the strategy requires 100% of shared and specialized databases managed by departments, agencies, and localities to implement information security plans in accordance with the four-layer protection model.

Overall, the City Data Strategy aims to complete the digital transformation architecture, strengthen data organization and governance, and enhance cybersecurity and data security solutions, thereby laying a solid foundation for Hai Phong’s sustainable digital development.
