Implementing E-labor contracts
Hai Phong City's Department of Home Affairs has coordinated with relevant agencies to study and roll out regulations on electronic labor contracts.

On December 31, 2025, the Haiphong People's Committee assigned the Department of Home Affairs to coordinate with related agencies to study and implement the Government’s Decree No. 337/2025 on electronic labor contracts. The city People’s Committee directed the department to review issues promptly, advise on necessary steps, and report results by January 2026.
Electronic labor contracts must follow key principles: labor laws, electronic transactions, cybersecurity, data protection, personal data safeguards, and storage rules. Contracts are signed via e-Contract platforms that meet such conditions as digital signature software, verified signatures under electronic transaction laws, security measures for customer data and contracts, data integrity for electronic documents, and searchable records of signed contracts.
These contracts ensure proper identity verification for workers and employers per electronic identification laws, plus technical measures confirming that identified parties agree to all terms.
