Hai Phong tops the Nation in Satisfaction Index of Public Administrative Services (SIPAS)
With a total score of 96.91 points, by the end of 2025, Hai Phong City ranked first nationwide in the Satisfaction Index of Public Administrative Services (SIPAS).

According to data published on the National Public Service Portal, by the end of 2025, Hai Phong topped the national SIPAS rankings with a score of 96.91 points, followed by Bac Ninh Province (96.81 points) and Gia Lai Province (96.66 points). Notably, Hai Phong achieved 15.69 points for transparency, 19.85 points for the timely settlement of administrative procedures, 22 points for online public services, 17.94 points for overall satisfaction, and 21.43 points for document digitization.
In 2025, Hai Phong City handled more than 1.3 million administrative procedure applications, including over 233,000 at the city level and more than 1.1 million at the commune level. The on-time processing rate reached 98%, while online applications accounted for 85.89%.
