Turning sustainable poverty reduction goal into reality
Hai Phong is implementing comprehensive social security policies with people placed at the center of beneficiaries, gradually turning the goal of sustainable poverty reduction into reality.

Comprehensive and practical policies
After the merger of Hai Duong province and Hai Phong city, social security work, including sustainable poverty reduction, has been identified as one of the key and thorough tasks. Beyond stabilizing people’s livelihoods, poverty reduction is positioned within a broader objective of narrowing development gaps among regions and ensuring that all residents benefit from growth.
The city has established Steering Committees for National Target Programs on New-style Rural Building and on Sustainable Poverty Reduction in Hai Phong for the 2021 – 2025 period, and issued a plan to review poor households, near-poor households and to identify households engaged in agriculture, forestry and fisheries with average living standards in 2025 in accordance with regulations. This serves as the basis for assessing the city’s poverty reduction indicators. On that foundation, the city People’s Council has implemented a series of special resolutions, directly targeting vulnerable groups.
In 2025, the city exempted and reduced tuition fees and provided study cost support for more than 46,000 instances of students from poor and near-poor households and children in particularly difficult circumstances, with total funding exceeding 40 billion VND. The city also completed support for the renovation and construction of houses for 598 poor and near-poor households.
According to a representative of the Department of Agriculture and Environment, the city’s poverty reduction results in 2025 demonstrate the clear effectiveness of this comprehensive approach. By the end of 2025, the city’s poverty rate had fallen to 0.13%, while the near-poverty rate had declined to 0.99%, meeting the targets set by the city People’s Council. Living conditions of poor and near-poor households improved markedly.

Tien Minh is a commune where many residents benefit from the city’s policies for vulnerable groups. The commune has more than 600 vulnerable people from near-poor households, people with disabilities, and children in difficult circumstances who are benefiting from the city’s support policies.
Notably, in many households, as living conditions improve, dependence and passivity are gradually replaced by greater initiative. Many families have actively accessed preferential loans, registered for vocational training and sought jobs suitable to their health and age. To ensure sustainable poverty reduction, households that have just escaped poverty continue to be monitored and supported to prevent falling back into poverty.
According to Pham Van Lap, Deputy Secretary of the city Party Committee and Chairman of the Vietnam Fatherland Front Committee of the city, in the coming period Hai Phong will continue to unite all social strata and focus on caring for vulnerable groups, especially those yet to be covered by mass organizations. The overarching goal is to ensure fairness in access to opportunities so that all residents can benefit from development achievements, thereby affirming Hai Phong’s determination to take the lead in implementing sustainable social security policies.
In 2025, prior to the merger, under Resolution No. 04/2022 of the Hai Phong People’s Council, 14,855 people from poor households, near-poor households and newly escaped-poverty households benefited from policies, with total funding of 106,686 million VND, and under Resolution No. 37/2024 of the Hai Duong People’s Council, 6,095 people received support worth a total of 70,635 million VND.
