E-commerce – backbone of digital economy strategy
Hai Phong has favorable conditions to develop e-commerce linked with modern supply chains.

The Hai Phong People’s Committee’s issuance of the E-commerce Development Plan for the 2026 – 2030 period is not only a State management decision with a guiding role but also reflects the city’s strategic vision as digital economy becomes a growth pillar of many countries and localities worldwide.
Hai Phong aims to continuously enhance value, competitiveness and market scale in e-commerce during the 2026 – 2030 period, while maintaining its position among the country’s leading localities in terms of development speed in this field.
The city targets more than 70% of enterprises applying e-commerce, over 80% of non-cash payments in e-commerce transactions, and strong promotion of cross-border e-commerce transactions.
These goals reflect a proactive development mindset aligned with the requirements for renewing the growth model. As production and logistics costs and market competition continue to rise, e-commerce helps enterprises shorten intermediary chains, optimize resources, expand markets and improve customer access.
With advantages as a major industrial, seaport and logistics hub in northern Vietnam, Hai Phong has favorable conditions to develop e-commerce associated with modern supply chains, thereby increasing added value for local products and services.
Notably, the plan not only targets expansion of the domestic market, but also emphasizes increasing consumption of the city’s products in international markets through e-commerce and cross-border transactions.
This is a strategically significant direction, especially for small and medium-sized enterprises, as e-commerce helps narrow the gap with global consumers, reduce reliance on intermediaries, and gradually participate more deeply in regional and international value chains.
To realize the set goals, the city has identified eight key task and solution groups, including improving institutions; investing in and upgrading infrastructure for sustainable e-commerce development; building core platforms and systems; strengthening regional linkages; and enhancing State management capacity and the level of e-commerce adoption.
At the same time, the city will promote the development of e-commerce products and solutions linked with new technology applications to support enterprises; step up communication, dissemination, awareness raising and skills development in e-commerce; and focus on cooperation in the e-commerce sector to expand development space domestically and internationally.
Alongside infrastructure investment and institutional improvement, supporting enterprises in structured digital transformation, training e-commerce human resources, strengthening State management and protecting consumer rights are decisive factors for the sustainable development of this sector.
When implemented in a synchronized and effective manner, e-commerce will become not only a modern goods distribution channel but also a driving force for innovation, productivity enhancement, integration expansion and creation of a long-term growth foundation for the port city in a new development phase.
