Hai Phong strives to rank among top three in Provincial Competitiveness Index

The Hai Phong People’s Committee has issued a plan on State administrative reform for 2026, aiming to place the city among the top three nationwide in the Provincial Competitiveness Index.

Hai Phong targets ranking among the top five leading localities nationwide, and striving for the top three, in the Administrative Reform Index, the Digital Transformation Index and the Provincial Competitiveness Index in 2026; completing all tasks assigned by the Government and the Prime Minister on schedule and with assured quality; and completing, on schedule and with quality, all specific tasks set out in the 2026 administrative reform plans of the city, agencies, units and localities.

The city is determined to exceed the budget revenue target assigned by the Government for 2026, and to strive to attract higher investment into the city in 2026 compared with 2025.

The 2026 State administrative reform plan of the city People’s Committee requires regular and ad hoc inspections of specialized agencies under the People’s Committees of the city and its communes, wards and special zones, ensuring the required number in line with regulations of the Ministry of Home Affairs.

All localities will be monitored for processing status on the city’s administrative procedure settlement information system, synchronized with the National Public Service Portal, enabling residents and businesses to supervise and evaluate the process. Overdue administrative procedure dossiers are to be minimized. Satisfaction levels of residents and businesses with administrative procedure settlement; satisfaction of residents and organizations with the services of State administrative agencies; and satisfaction of residents with the provision of public healthcare and education services are targeted to reach at least 90%.

To effectively achieve these goals, the city People’s Committee has outlined solutions including strengthening leadership and direction; promoting institutional reform; improving the quality administrative procedure reform, organizational structure, civil service regimes and public finance; and developing e-government and digital government.
