New trends in agricultural production

As agricultural land area continues to shrink, several localities that were once prosperous farming regions in Hai Phong are seeking new production directions to adapt to actual conditions.

Large farming areas allocated for projects

An Truong commune used to have high-quality rice cultivation and vegetable farming areas, but recently, the locality has planned more than 600 ha of land for Trang Due industrial park and nearly 80 ha for the Hai Phong Sakura golf course project. As a result, most of farmers’ agricultural land will be allocated for the projects.

Nguyen Duy Mien, Vice Chairman of the Viet Nam Fatherland Front Committee and Chairman of the Farmers’ Union of An Truong commune, said that farmers are willing to support the development of local industrial parks and hand over their agricultural land for the projects. On the remaining limited land area, farmers are seeking new cultivation directions.

Not only in An Truong commune, the construction of Tien Thanh industrial park has been launched in An Lao commune. The industrial park is planned with a scale of 410.46 ha and a total investment of more than 4.597 trillion VND. To facilitate site clearance for the project, local farmers have stopped agricultural production since the 2024 winter crop.

According to several localities, although most cultivated land areas are planned for projects and industrial parks, farmers still maintain the remaining concentrated production areas.

Creating favorable conditions for production

From the fact that some localities have to allocate agricultural land for industrial projects, local authorities have focused on production guidance and creating favorable conditions for agricultural production to avoid land waste and improve efficiency.

Nguyen Van Chuyen, Vice Chairman of the People’s Committee of Gia Phuc commune, said that over the past three years, industrial development in the area has grown quite rapidly. The commune has two industrial parks, Hoang Dieu and Gia Loc, which required site clearance of nearly 500 ha of agricultural land. With the limited remaining agricultural land, the commune has adopted a policy of directing production toward efficiency with less land. Therefore, the solution is to guide farmers toward smart agriculture, with clean and safe agricultural production models.

At the same time, several localities are moving toward high-tech agricultural production with smart farmers. As a result, these localities focus on training and supporting farmers in cultivation techniques.

Le Thi Duc, Head of the Training, Information, and Market Division of the city Agricultural Extension Center, said it is necessary to promote the role of community agricultural extension groups at the commune level in supporting farmers to apply technical advances in production, building raw material zones, developing value chain linkages, supporting technology transfer and safe production, monitoring quality, and providing consultancy for OCOP certification and agricultural product traceability.

According to Duc, in localities where industrial parks, industrial clusters, and services are developing strongly, agricultural development should be combined with industrial development. To achieve this, localities need to focus on strong investment in rural infrastructure, with transport, irrigation, electricity, and water systems upgraded and developed in a modern and synchronized manner, facilitating the rural industrialization process.

In particular, rural transport infrastructure should be renovated and upgraded to ensure synchronization and connectivity, enabling smooth transportation of agricultural products, promoting trade, and strengthening links with consumption.
