Hai Phong issues 786 legal normative documents in 2025
Hai Phong has issued a large number of legal normative documents to remove bottlenecks and improve mechanisms and policies for the city’s development.
According to statistics from the Hai Phong Department of Justice, the city has issued 786 legal normative documents in 2025.
Of these, there are 261 documents at city level, and all legal normative documents of the city were appraised by the Department of Justice prior to issuance.
After merger, the Department of Justice compiled and established a list of 951 legal normative documents issued by the People’s Council and People’s Committee of the former Hai Phong city and Hai Duong province.
Based on the review, city departments and agencies advised competent authorities to consider issuing replacement resolutions and decisions within their authority. Since July 1, the People’s Council, People’s Committee, and Chairman of the People’s Committee of Hai Phong have issued approximately 200 legal normative documents, representing important policies of the city.
The formulation, improvement, and issuance of the legal normative documents in Hai Phong have made an important contribution to removing bottlenecks arising from legal regulations, as well as reviewing, developing, and completing the institutional framework and mechanisms and policies for the city’s development, particularly following the merger and the implementation of the two-tier local government model.
