Permanent Deputy Prime Minister Nguyen Hoa Binh had a working session with the leadership of Hai Phong city on December 15 on production and business activities, public investment, import and export, infrastructure development, social housing, national target programs, and the implementation of the two-tier local government model.
Removing bottlenecks, promoting growth drivers
Permanent Deputy Prime Minister Nguyen Hoa Binh acknowledged and highly appreciated Hai Phong’s efforts and results in meeting socio-economic development goals over the past time. He emphasized that Hai Phong recorded many successes with outstanding and comprehensive highlights across various sectors, particularly in achieving growth targets.
The Permanent Deputy Prime Minister also praised the spirit of solidarity and unity within the city’s leadership, demonstrating Hai Phong’s vision and strategic thinking in leadership and direction; decisive, urgent and effective task implementation; and strict compliance with Central directives. The city consistently listens to feedback from residents, businesses and grassroots levels in order to promptly adjust and refine development solutions.
Regarding orientations for the coming period, Permanent Deputy Prime Minister Nguyen Hoa Binh required Hai Phong to focus on removing difficulties and obstacles to promote production and business, ensuring the maintenance of high growth targets. The city should perform well in planning, strengthen investment attraction for development, especially private investment, accelerate the application of science and technology, build and develop value chains, and unlock and promote new growth drivers.

Hai Phong targets GRDP growth rate of 13% or higher in 2026 – 2030
Secretary of the Hai Phong Party Committee Le Tien Chau sincerely thanked the Permanent Deputy Prime Minister, ministries and Central agencies for their close attention and guidance for the city.
Emphasizing Hai Phong’s role and responsibility in the country’s overall development picture, Chau affirmed that with the city’s current economic scale of approximately 30 billion USD, ranking third nationwide, and as the only locality maintaining double-digit growth for 11 consecutive years, Hai Phong’s development is no longer solely a local matter but is closely linked to the goal of macroeconomic stability and fast, sustainable national growth in the 2026 – 2030 period.
Based on a thorough assessment of the context, situation and development conditions, Hai Phong has set a target of achieving a GRDP growth rate of 13% or higher during 2026 – 2030.
To realize this goal, according to the Secretary of the city Party Committee, in addition to local efforts, strong support, accompaniment and close coordination from the Government, ministries and Central agencies are essential, especially on strategic and inter-regional issues with spillover effects and direct contributions to national growth.
Hai Phong’s GRDP estimated to rank second nationwide
At the working session, Chairman of the Hai Phong People’s Committee Le Ngoc Chau said that in the first 11 months of 2025, the city’s socio-economic situation recorded many positive results, with key economic indicators maintaining fairly strong growth compared to the same period.
Notably, GRDP growth for the whole of 2025 is estimated at 11.81%, ranking second nationwide (after Quang Ninh province) and the highest among the six Centrally-run cities.
Total State budget revenue in the city in 2025 is estimated at over 187 trillion VND, equal to 127% of the target assigned by the Central government, up 23.1% year on year, and marking the fourth consecutive year Hai Phong has surpassed the 100 trillion VND threshold.
