Businesses supported to improve productivity, product quality

To help Hai Phong businesses improve production and business efficiency and meet export market requirements for traceability, the city has focused on creating a favorable legal framework and implementing synchronous policies beneficial to enterprises.

Stepping up support

During the 2021 – 2025 period, Hai Phong has supported 75 enterprises in building and applying standard and quality management systems, digital transformation, information technology application and product certification, exceeding the plan by 187.5%.

A total of 59 products were certified to meet standards and regulations, while 58 products from 18 establishments received support for traceability and were connected to the National Traceability Portal, and more than 1.27 million traceability stamps were approved and provided to 20 agricultural production establishments...

According to the Division of Standards, Metrology and Quality under the Department of Science and Technology, with the approach that “businesses are at the center, and the State creates an ecosystem to serve innovation, improvement and digital transformation,” the city has supported enterprises in gradually accessing advanced management systems, such as ISO 9001, ISO 14001, ISO 22000 and HACCP, as well as improvement tools, including 5S, Kaizen, QCC and good agricultural practices (GAP). Support has also been provided for enterprises to build digital governance systems, apply data standards, deploy QR codes and blockchain in traceability, and bring products onto e-commerce platforms.

Nguyen Cao Thang, Director of the Department of Science and Technology, said the results show that Hai Phong is among the leading localities in implementing the National Program to Support Improvements in Productivity and Product Quality for the 2021 – 2030 period, also known as Program 1322.

The Department of Science and Technology has affirmed its important role as a bridge between Central bodies’ policies and business needs, while also serving as a companion providing continuous support to help enterprises standardize, digitize and enhance their competitiveness.

Building productivity database

Hoang Thi Hong Ngoc, Head of the Division of Standards, Metrology and Quality, said productivity and product quality are always key objectives and decisive factors in shaping an enterprise’s competitive position amid increasingly stringent market requirements. This also requires Hai Phong enterprises to clearly recognize the importance of improving productivity and product quality in order to participate in regional and global value chains.

However, traceability support activities have focused mainly on several key products such as farm produce, seafood and pharmaceuticals. Many small business households have not received support or lack the knowledge and infrastructure to participate.

In addition, the city’s pool of experts providing consultancy and support on productivity improvement remains limited, making it difficult to expand the productivity and quality movement on a broader scale and with higher effectiveness.

According to Nguyen Cao Thang, in the coming period, Hai Phong will focus on building a digital-based productivity database to serve evaluation, forecasting and decision-making.

The city will expand productivity improvement models to new sectors, increase the proportion of enterprises participating in standardized barcode and identification systems, and launch productivity and quality movements in industrial parks and clusters.

Forums and conferences will also be organized to share effective models among localities, consultancy organizations and businesses. At the same time, the city will step up digital transformation support for small- and medium-sized enterprises, viewing it as a “pathway” to improving productivity.
