Hai Phong targets nearly 195 trillion VND in 2026 budget revenue
The Hai Phong People’s Council has decided that the city’s 2026 budget revenue would be higher than estimated by 53.6 billion VND, reaching nearly 195 trillion VND.

The 16th Hai Phong People’s Council for the 2021 – 2026 term has passed a resolution on estimates of State budget revenue collected in the locality, local budget revenue and expenditure, and local budget allocation for 2026 at its 32nd session.
Accordingly, the city People’s Council decided that the estimate for State budget revenue in the city in 2026 would be 194.9 trillion VND, an increase of 53.6 billion VND compared with the estimate assigned by Central bodies.
In terms of revenue structure, domestic revenue is projected at nearly 103.2 trillion VND. Revenue from import and export activities is estimated at 84.2 trillion VND. Revenue mobilized from contributions by agencies, organizations and individuals in accordance with the law is estimated at 50 billion VND. Additional transfers from the Central budget are projected at more than 6.1 trillion VND.
Local budget revenue is estimated at more than 90.7 trillion VND, including nearly 79.4 trillion VND for the provincial-level budget and more than 11.3 trillion VND for the commune-level budget. Local budget expenditure is set at 100% of local budget revenue.
In 2025, total State budget revenue in the city is estimated at more than 187 trillion VND, exceeding the estimate assigned by Central bodies by 27% and increasing by 23.1% compared with 2024.
