Creating favorable, transparent investment and business environment

The service-oriented spirit among authorities and agencies in Hai Phong has become increasingly evident, strengthening confidence within the business community and creating a favorable investment and business environment.

According to a socio-economic report of the Hai Phong People’s Committee, the city recorded 7,200 newly-established enterprises in 2025, up 33.3% and exceeding the year’s plan by 20%. Total registered capital reached more than 66 trillion VND, a surge of of over 160% year on year. These figures reflect the growing confidence of the business community in the city’s investment and business environment.

Hai Phong has for years persistently pursued substantive administrative reform. The one-stop and inter-agency one-stop mechanisms have been enforced with greater discipline. Business registration, tax declaration, invoice use and account opening have been strongly digitized. The time required for business registration has been significantly reduced from three to 1.5 days, and in some cases to just one day. Online dossiers are processed quickly, minimizing direct contact with public officials and reducing unofficial costs.

Shortly after the merger with Hai Duong province, Hai Phong leaders instructed departments, agencies and localities to cut the processing time for administrative procedures related to enterprises’ production and business by at least 50%.

According to the Office of the city People’s Committee, all 12 departments and agencies have reduced processing time and developed internal procedures for handling administrative processes. As a result, 1,680 of 1,907 city-level administrative procedures have seen processing time reduced by 50% or more and 39 procedures by less than 50%.

Notably, coordinated implementation by the city Department of Finance, Tax Office and Police in issuing business registration certificates, tax codes and seals demonstrates effective coordination and a strong “service-oriented government” spirit. This has strengthened investor confidence, encouraging not only investment exploration but also continued expansion of production and business activities.

The city proactively supports enterprises from their initial market entry. Legal consulting, dossier guidance and problem-solving are carried out quickly and flexibly. Transport infrastructure, seaports and logistics are continuously expanded, opening new development space for enterprises. Industrial parks and industrial clusters are accelerating infrastructure construction and preparing cleared land to facilitate investment. Service and trade enterprises benefit from strong growth in urban economy, tourism, e-commerce and logistics. The combination of reform, infrastructure and support has created strong appeal, encouraging investors to enter the market and contributing to enterprise growth in 2025.

To further facilitate enterprises’ market entry and effective operations, the city needs to intensify additional support measures. Priority should be given to further simplifying procedures related to land, environment and construction investment, areas often seen as bottlenecks for new enterprises. Interconnected digital mechanisms among departments should be developed so enterprises can submit dossiers once for multiple procedures.

Programs accompanying new enterprises should be expanded, including legal, tax and accounting consulting; support for access to capital; guidance on quality standards; and market and technology connectivity. Alongside expanding industrial parks and port – logistics infrastructure, the city should strengthen high-quality workforce training, aligning vocational training with enterprise needs in key sectors such as precision engineering, supporting industries, logistics and e-commerce.
