Hai Phong to develop master plan to 2050, vision to 2075
The master plan projects that by 2050, Hai Phong will have about 9.73 million residents, aiming to become a modern, civilized, ecological and worth-living industrial port city of Southeast Asian significance.

The Hai Phong People’s Council approved a resolution endorsing the city People’s Committee’s proposal to develop a master plan for the city to 2050, with a vision to 2075 during the council’s 32nd session on the afternoon of December 10.
According to the city People’s Committee, the planning approach is to maximize the city’s strengths as a marine port urban area and the regional economic hub; expand development space; rationally organize urban, industrial, service and agricultural spaces; and link industrialization and modernization with the development of a coastal urban area.
The plan focuses on developing culture on par with the economy, promoting the city’s traditions, and attaching special importance to investment in education, training, healthcare and social welfare so that all residents can access and benefit from development outcomes.
It aims to ensure harmony between urban and rural development, between economic growth and cultural–social development, and between environmental protection and climate adaptation. The city’s expansion will go hand in hand with efficient and economical land use, and with ensuring national defense and security.

The plan includes orientations for short-term and long-term phases, with a 50-year and over-50-year outlook.
The goal for 2030 is to develop Hai Phong into a regional and international center for marine tourism, culture and heritage, with distinctive tourism products reflecting its cultural–historical identity, marine–island resources and rural landscapes; a modern, civilized, ecological and worth-living industrial port city of Southeast Asian scale; and a pioneer in industrialization, modernization, digital transformation, green transition and innovation, meeting key criteria of a special-class urban area.
By 2050, Hai Phong is to become one of the country’s main growth poles and a leading industrial, logistics and international port hub in Southeast Asia, serving as a principal national growth engine.
By 2075, Hai Phong is envisioned as an integrated economy with competitiveness comparable to major coastal growth hubs in Asia, a national model city in urban spatial governance, resource protection and balanced development between people, nature and technology.
The city’s population is forecast at about 6.33 million by 2035 and approximately 9.73 million by 2050.
The projected construction land area is about 142,000 – 150,000 ha by 2035 and about 175,000 – 195,000 ha by 2050.
