Hai Phong has identified 31 key projects to focus on in 2026, according to the city People’s Committee.
Projects scheduled for completion include the restoration of the relic complex of K15 berth in Do Son ward (funded by the city budget) and Aeon Mall Hai Duong (funded by non-budget capital).
Projects expected to begin construction in 2026 using the city budget include the renovation of Ha Ly canal from Thuong Ly bridge to Tam Bac bridge (Hong Bang ward); the construction of Ninh Binh – Hai Phong expressway (CT.08)’s section running through Hai Phong and 9 km in Hung Yen province, including the construction of Van Uc 2 bridge; the construction of CT.08’s section running through Hai Phong and 9 km in Hung Yen province, including Ha Noi – Hai Phong expressway and a coastal interchange…

In addition, the public–private partnership project to build the East – West connection road of Hai Phong, linking national highway 10 with ring road 1 of the former Hai Duong city, will begin in 2026.
Seven non-budget projects expected to start in 2026 include the construction of berths No. 7 – 12 at Lach Huyen port; GE Vernova Hai Phong – GRID branch; a mixed-use commercial and urban area in central Hai Phong (at the former porcelain factory site); Lien Hong new urban area and golf course; Seraphin Hai Duong waste treatment plant; and Minh Hoa logistics center, oil and cargo port, fuel depot, and commercial service zone.
