Hai Phong ranks fifth nationwide in public investment disbursement
In the first 11 months of 2025, Hai Phong disbursed 31.713 trillion VND in public investment, reaching 88.4% of the target assigned by the Prime Minister.
Hai Phong disbursed 31.713 trillion VND in public investment in the first 11 months of 2025, equivalent to 88.4% of the target assigned by the Prime Minister and 80.2% of the capital plan approved by the city People’s Council (39.556 trillion VND), ranking fifth among 34 provinces and cities nationwide in total disbursement volume, according to the city Department of Finance.
Several investors recorded high disbursement rates (above 80%) and exceeded the November plan, including the city Management Board for Transport and Agriculture Construction Projects and the Management Boards of An Duong, Binh Giang, Nam Sach, Duong Kinh and Hai Duong areas.

To soon achieve the goal of fully disbursing 100% of the 2025 public investment, investors and contractors are mobilizing maximum manpower and equipment, adding construction teams and accelerating progress to ensure the allocated funds are fully disbursed. This applies especially to major projects such as the construction of Nguyen Trai bridge and arrangement of surrounding urban areas; the construction of ring road 2’s Tan Vu - Hung Dao - Bui Vien section.
