Hai Phong’s 2025 GRDP growth ranks second nationwide

Hai Phong’s gross regional domestic product (GRDP) in 2025 is estimated to rank second nationwide and first among six Centrally-run cities.

Chairman of the Hai Phong People’s Committee Le Ngoc Chau chaired a meeting on December 8 afternoon to review the implementation results of tasks in November and plans for December 2025.

Chairman Le Ngoc Chau acknowledged and appreciated the efforts and proactive approach of departments, sectors and localities in promoting socio-economic growth, public investment disbursement, site clearance for projects, etc.

He required all departments, sectors, units and localities across the city to focus and accelerate task implementation to fulfill and exceed the city’s socio-economic targets for 2025, creating a solid foundation for entering 2026, the first year of the 2026 – 2030 socio-economic development plan.

The chairman also asked the city Departments of Agriculture and Environment, Industry and Trade; Tax Office, Statistics Office; and Economic Zone Authority to urgently speed up the establishment of industrial parks and clusters across the city.

He requested close monitoring of business operations to promptly address difficulties, support production and ensure the city’s growth target, especially for enterprises with large production value and high budget contributions, thereby maximizing budget revenue.

According to reports at the meeting, in the first 11 months of 2025, total State budget revenue in the city reached 180,601 billion VND, equal to 122.5% of the target assigned by the Central government and 109.4% of the scenario, up 32.8% from the same period in 2024.

For the full year 2025, total budget revenue in the city is estimated at 182,832 billion VND, reaching 124% of the Central target and 110.8% of the scenario, up 34.5% from 2024.

Hai Phong’s GRDP growth in 2025 is estimated at 11.81%, ranking second nationwide, only after Quang Ninh province, and first among six Centrally-run cities. The city’s economic scale is projected at 29.28 billion USD, ranking third nationwide, after Ho Chi Minh city and the capital city of Ha Noi.
