Hai Phong targets universal health insurance coverage by 2030

Hai Phong aims to raise the health insurance participation rate to more than 95.5% by 2026 and achieve universal coverage by 2030.

The Standing Board of the Hai Phong Party Committee has issued a plan to realize the Secretariat’s directive on universal health insurance in the new phase across the city.

The board requires synchronous implementation of solutions to make Hai Phong one of the leading localities nationwide in terms of health insurance participation. The city targets a participation rate above 95.5% by 2026 and universal coverage by 2030.

To achieve this goal, the Standing Board of the city Party Committee calls for strengthened leadership and effective implementation of guidelines, policies, laws, programs, and plans on health insurance; as well as advisory work to amend, supplement, and complete the policy and legal framework to achieve universal coverage.

It also requests innovation in the content, forms, and methods of communication and dissemination of the Party’s guidelines and the State’s policies and laws on health insurance, along with effective implementation of healthcare and health insurance programs and plans.

Hai Phong will improve service quality and professional ethics among medical staff to enhance patient satisfaction, and strengthen the capacity of State management agencies and organizations involved in health insurance administration.

The city will ensure effective inter-agency coordination in inspection, supervision, and enforcement; strictly handle violations and insurance fraud; improve infrastructure; advance administrative reform; and accelerate digital transformation in health insurance management.

Hai Phong will develop and refine its own policies to support residents in participating in health insurance, prioritizing vulnerable groups such as near-poor households, people living on islands and in coastal areas, and disadvantaged residents in urban areas.

The city will increase payment rates and expenditures for disease prevention, early diagnosis, and early treatment for certain groups in line with the roadmap for higher insurance premiums and the financial capacity of the health insurance fund as prescribed.
