Hai Phong People’s Committee Chairman works in Bach Long Vi special zone
Chairman of the Hai Phong People’s Committee Le Ngoc Chau has asked Bach Long Vi special zone to accelerate economic and transport infrastructure development projects in a harmonious and dual-use manner, and to pay attention to improving local living conditions.

A Hai Phong delegation, led by Chairman of the city People’s Committee Le Ngoc Chau, paid a working visit to Bach Long Vi special zone on December 4.
After conducting an on-site inspection and hearing reports, Chairman Le Ngoc Chau suggested that the special zone Party Committee focus on developing an action program to implement resolutions of the city’s first Party Congress and the special zone Party Congress for the 2025 – 2030 term in line with orientations and directions of Central and city authorities.

The Chairman of the city People’s Committee noted that the special zone should identify feasible and specific goals and indicators with priorities and clear timelines to ensure effective implementation. He urged active coordination with relevant departments, sectors and units to research and effectively implement three development pillars under the guidance of Party General Secretary To Lam.
Chau required stronger efforts in economic and transport infrastructure development projects that ensure harmony and dual-use effectiveness, as well as special attention to improving essential living conditions for residents. Regular inspection and control of fishing grounds, maritime safety and effective implementation of natural disaster preparedness and search and rescue were also emphasized.

Regarding the operation of the two-tier local government model, the Chairman of the Hai Phong People’s Committee required the special zone authorities to complete internal regulations, work procedures and organizational structures; arrange appropriate cadres, civil servants and public employees in line with job positions and mission requirements in the new context; and complete workplace infrastructure and equipment to meet work demands.
He emphasized that armed forces stationed in the area must maintain readiness, coordinate with inter-agency forces to patrol and strictly handle violations related to illegal, unreported and unregulated (IUU) fishing, smuggling and trade fraud at sea, and effectively implement rescue, search and natural disaster prevention according to the “four on-the-spot” principle.

The city Military Command, together with relevant departments and sectors, was assigned to advise the city People’s Committee on coordinating with the Ministry of National Defense to quickly complete a proposal to be submitted to the Prime Minister regarding the development of the special zone into an economic and defense center in the Gulf of Tonkin.

Earlier, Chairman of the Hai Phong People’s Committee Le Ngoc Chau and the delegation offered incense and flowers at the Memorial House of National Heroes and Martyrs, offered incense at the temple of Saint Tran, and visited Bach Long pagoda and Buddha tower.
The same day, Chau and the delegation visited and presented gifts to armed forces units, the fisheries surveillance station, the lighthouse station, the primary–kindergarten school… in the special zone.
