Hai Phong accelerates 5G coverage
Hai Phong is taking synchronous measures to broaden coverage and improve 5G connectivity quality to serve the development of the digital economy, digital society and digital government.

Removing bottlenecks in telecommunications infrastructure in industrial parks
According to the Hai Phong Economic Zone Authority, the city has 43 industrial parks, 25 of which are operational. Communications infrastructure is being maintained by more than 400 3G/4G BTS stations operated by four carriers, together with a fully underground cable network across all active areas.
Although eight enterprises have invested in telecommunications infrastructure, only 27 5G stations are operating in industrial parks, a modest figure compared with the city’s industrial scale.
Nguyen Quang Minh, Vice Chairman of the Hai Phong Economic Zone Authority, said that achieving the 2025 target of building 80 – 100 new BTS stations and moving toward deploying 5G-private mobile networks for factories by 2030 require strong support from the city and telecommunications providers. The goal is to resolve all technical-infrastructure issues and achieve 100% 5G coverage across industrial parks within this year, positioning Hai Phong as a leading locality in digital infrastructure serving high-tech industries.
On September 15, Hoang Minh Cuong, Vice Chairman of the city People’s Committee, signed Plan 240 on the deployment of 5G and IoT infrastructure in the city’s industrial parks and clusters for 2025, with an orientation toward 2030. Under the plan, Hai Phong aims for 100% 5G coverage in industrial parks and 60% in industrial clusters by the end of 2025.

According to the Department of Science and Technology’s Division of Digital Infrastructure and Specialized Management, the city is operating 920 5G BTS stations, achieving 100% population coverage. This provides an important foundation for applying technology in production, management and service delivery.
Indicators such as mobile broadband subscriptions per 100 inhabitants, internet-use rates and household fiber-broadband access are relatively high compared with national averages, placing Hai Phong among Vietnam’s top 10 localities in telecommunications infrastructure and broadband-service adoption.
Viettel Hai Phong reported that by the end of November, the company had deployed 738 5G stations, covering all communes, wards and special zones. By the end of the fourth quarter of 2025, it will have added 89 more stations, bringing its total to 827 and improving the quality of 5G service both for the company and the city.
VNPT Hai Phong has 79 active 5G stations. From now until year-end, the company plans to deploy an additional 250 stations on its existing infrastructure, prioritizing administrative areas, industrial parks, urban zones, schools, hospitals and rural areas with high demand. Alongside optimizing its 4G network and fiber-optic transmission systems, VNPT aims to operate 1,822 5G stations in Hai Phong by 2030.
Pham Huy Thang, Deputy Director of the Department of Science and Technology, said the department will continue stepping up coordination with telecommunications enterprises and mobilizing resources to accelerate the installation of 5G BTS stations.
It will also support companies in resolving difficulties related to site access, including the use of public land, and intensify communication and outreach to help residents understand the importance of 5G infrastructure, fostering public cooperation so telecommunications enterprises in the city can meet planned targets.
