Hai Phong to enter new phase of breakthrough development
With a tradition of resilience, spirit and intelligence, Secretary of the Hai Phong Party Committee Le Tien Chau expressed confidence that the city will enter a new phase of development with strong breakthroughs.

The Standing Board of the Hai Phong Party Committee convened the 2nd session of the committee on November 29 to hear reports and give opinions on several important issues.
In his closing remarks, Secretary of the city Party Committee Le Tien Chau stressed that 2025 is an unprecedentedly challenging year, but also one that proves the will, determination and execution capacity of the city Party organization.

Under the special conditions of 2025, achieving the growth target to mark the 11th consecutive year of double-digit growth is an exceptional accomplishment, something no other locality has achieved.
Chau emphasized that in 2026 and the 2026–2030 period, Hai Phong aims to achieve a growth rate of 13% or higher, double its GRDP within five years and join the group of leading urban centers in Southeast Asia. This level of growth has been maintained only by exceptional Asian industrial–port cities during their strongest breakthrough phases. It is a major challenge that requires the political system, the business community and the city’s residents to exert far greater effort than before.

According to the Secretary, the city targets total disbursed investment of 363 trillion VND in 2026. Meanwhile, the processing and manufacturing sector will remain the key growth driver, contributing 44.5% of GRDP.
To sustain this pace, Hai Phong needs to add new production capacity equivalent to around 270 trillion VND. Thus, Chau suggested that the Party Committee of the city People’s Committee direct departments and sectors to review the land fund and the infrastructure of industrial parks and economic zones to identify sites capable of receiving large-scale projects; prepare a list of projects with clear technical specifications that meet conditions for investment promotion; proactively approach major investors in high-tech, green industry, logistics and data centers; consider assigning investment attraction targets to officials in charge of each sector and locality, linked to year-end results...

The city will also focus on timely implementation of major driving-force projects, including Tan Trao industrial park and a LNG power plant worth over 6 billion USD and various other industrial parks and clusters.
Hai Phong aims to start construction on backbone projects that will drive growth like Ninh Binh – Hai Phong expressway and Nam Do Son Port in the first quarter of 2026 and a high-speed east – west corridor in 2026.
With the resilience, spirit and intelligence of the people of Hai Phong – Hai Duong, Secretary Le Tien Chau affirmed that Hai Phong has every foundation to believe that the city will enter a new phase of strong, breakthrough development.
