Promising home for workers from outside Hai Phong

Hai Phong has for years been an appealing destination for thousands of workers from other provinces and cities. At first, they came to seek jobs, but what keeps them staying are the city’s housing policies.

Hope becomes reality

After 10 full years leaving his hometown in Gia Vien commune, Ninh Binh province to build a livelihood in Ha Noi, the three-member family of Vu Dinh Huong was still living in a cramped, damp boarding room deep inside a narrow alley. The dream of owning a house seemed distant for them.

During one visit to Hai Phong, Huong heard a friend talk about the city’s potential and abundant opportunities. In September 2024, he decided to move to Hai Phong to work as a technician at LG Display Vietnam Hai Phong Co., Ltd. in Trang Due industrial park.

After receiving a preferential loan disbursed by An Duong branch of the Vietnam Bank for Social Policies, Huong’s family officially moved into a newly purchased apartment in block CT2 of Evergreen social housing complex in An Duong ward in early October 2025. “I am both happy and proud because my long-held wish has finally come true. When I told my parents that I had bought an apartment in Hai Phong, they were overjoyed,” said Huong.

Bui Thi Linh Trang, from Hung Yen and working as an office employee at a company in Trang Due industrial park, never imagined she could own a home. However, thanks to access to a preferential loan from An Duong branch of the Vietnam Bank for Social Policies, she now owns a small 26-m2 apartment at Evergreen social housing complex. This gives her peace of mind to work and build a long-term future in Hai Phong.

Human-centered policies

It can be affirmed that the housing dreams of Huong’s, Trang’s and hundreds of other low-income families from other provinces and cities have become reality thanks to the Hai Phong Party Committee’s Resolution 09 dated November 2023 on social housing development through 2030.

Hai Phong became the first locality in the country to adopt a thematic resolution on social housing, demonstrating strong political determination to make the city a national leader in social housing development.

The city has also introduced specific mechanisms and solutions to maximize resources from the Central government, the city and enterprises, and mobilize the strength of the entire society for social housing development, while assigning clear responsibilities to each department, sector and locality.

As a result, amid the fast-paced industrial rhythm, the dream of having a home has become much closer for many workers in Hai Phong. From the buses carrying workers away from their hometowns in search of jobs, they are now writing their own stories of “settling down and building a livelihood” right in the port city.

This is made possible first by their own efforts and also by the city’s human-centered policies in social housing development.
