Developing social housing in line with economic growth
Hai Phong’s social housing development strategy is aligning closely with its economic growth scenario, addressing people’s social welfare needs while supporting the city’s sustainable development.

Retaining workers through housing stability
After the merger with Hai Duong province and the implementation of the two-tier local government model, Hai Phong quickly expanded eligibility criteria for purchasing social housing. The city People’s Committee issued Decision 133/2025/QD-UBND dated August 12, 2025, detailing cases in which individuals who own homes far from their workplace may be considered for social housing support in Hai Phong.
This policy not only matches residents’ actual travel needs but also significantly expands the beneficiary base.
The western area of Hai Phong, with many industrial parks and clusters, is also attractive to a large labor force. Among them, the Nam Hai Duong social housing project in Hai Duong ward is under construction. It is a project within a new urban area, conveniently located near facilities such as Hai Duong Children’s Hospital and AEON Mall Hai Duong. The project is drawing strong interest from workers in surrounding areas.
Construction progress aligned with growth scenario
Nguyen Quang Minh, Deputy Head of the Hai Phong Economic Zone Authority, said that by November 2025, the city’s export value is estimated at 36,334 million USD, reaching 100% of the year’s plan. In late 2024 and early 2025, Hai Phong established 12 new industrial parks with a total area of 3,011.53 hectares, bringing the total number of established industrial parks to 43, covering over 11,800 hectares.
The city is urging faster implementation of 12 new industrial parks with a total area of more than 3,000 hectares, especially nine industrial park infrastructure construction projects expected to begin in 2025.

According to statistics, 344,499 workers are working in the city’s industrial parks and economic zones, including 338,055 Vietnamese laborers and 6,444 foreign ones.
With the current speed of economic growth and industrial park expansion, demand for social housing continues to rise. According to a survey by the Department of Construction, approximately 70,000 people in the city need social housing.
To accelerate progress, the city has issued various incentives, facilitating site clearance and cutting 50% of processing time for administrative procedures related to social housing.
The city also requires departments and agencies to guide localities and relevant units in reviewing and supplementing urban planning and industrial park planning to ensure sufficient land is allocated for social housing development.
According to a report by the Department of Finance on the city’s socio-economic situation as of November 2025, Hai Phong is expected to complete 500 social housing units. In the first ten months of 2025, the city is estimated to have completed 8,826 social housing units (82.53% of the 2025 scenario). As planned, Hai Phong will complete 10,694 units in 2025.
From 2021 to 2025, Hai Phong is expected to complete around 17,291 social housing units, exceeding the target assigned by the Government by 736 units. The city Party Committee aims to complete 32,900 units from now to 2030.
To expand growth potential for social housing development in the 2031–2040 period, the city will prioritize completed apartments. New projects under construction, projects with approved investors, new social housing projects under Resolution 201/2025/QH15 of the National Assembly, and old apartment renovation projects will also be implemented synchronously.
These are clear examples of how Hai Phong continues to lead the country in issuing policies aligned with practical needs, including its strategy for developing social housing in step with the city’s economic growth.
