Hai Phong updates policies to attract high-quality human resources
Hai Phong is reviewing and developing new policies to attract and utilize talent and high-quality human resources until 2030, with a vision to 2050.

Building on existing preferential policies
Before merger, the former Hai Duong province and Hai Phong city had both implemented multiple policies to attract and develop high-quality human resources.
In 2009, Hai Phong introduced a policy to develop a pool of key officials at commune, ward and township levels, supporting 157 trainees, 18 of whom were appointed or nominated for key grassroots positions.
In 2018, the city continued with two major policies: attracting and developing a source of officials from outstanding graduates and young scientists, and conducting competitive recruitment for department- and division-level managerial positions.
In 2023, Hai Phong introduced a set of specific policies to support medical personnel and attract highly qualified lecturers for Hai Phong University.
The former Hai Duong province also implemented similar policies in 2019, focusing on attracting high-quality personnel, supporting postgraduate training, and rewarding academic titles and degrees.
According to the city Department of Home Affairs, these policies made important contributions to developing Hai Phong’s high-quality human resources. The city’s workforce of officials and public employees has continuously improved in qualifications, demonstrating strong commitment and contributing significantly to socio-economic development.
To meet development requirements for the 2025 – 2030 period, with a vision to 2050, the city is finalizing new, breakthrough policies.
New superior policies

According to the draft policies, high-quality human resources include students, master’s degree holders, resident doctors, medical specialists, pharmacists, experts, scientists and senior managers with outstanding capability and practical experience.
Hai Phong plans to provide support in tuition, living expenses, one-time allowances, salary and income, as well as housing, to attract high-quality personnel.
Students winning national or international awards will receive full tuition and living expenses if they commit to graduating with distinction and returning to work in the city.
Outstanding graduates pursuing postgraduate studies will receive scholarships and full living-expense support if they commit to returning to work in their field.
The city plans to provide a one-time allowance after candidates are accepted and commit to working for at least five years: 150 million VND for outstanding graduates; 200 million VND for master’s degree holders and level-1 specialists; 300 million VND for PhD holders and level-2 specialists; 400 million VND for associate professors; and 500 million VND for professors.
Regarding salary and income incentives, outstanding graduates will receive 1.5 times the regional minimum wage; master’s degree holders twice the minimum wage; PhD holders three times; and associate professors and equivalent positions four times.
Experts and scientists recruited under specific assignments or contracts may receive income support up to five times the regional minimum wage depending on task requirements. Additionally, high-quality personnel may receive an extra 50 – 100% income based on annual performance evaluations.
The city will also provide housing support, including access to social housing for those with housing difficulties. Personnel sent for further training will receive 150 million VND for master’s programs and 300 million VND for doctoral programs.
Officials and employees with effective technical innovations applied widely in practice will be awarded 20% of the economic value generated, up to 500 million VND per innovation.
Hai Phong’s review and development of policies to attract and utilize talent and high-quality human resources is considered a strong and synchronous step forward. These policies will help accelerate Hai Phong’s growth, deepen its international integration and support the city’s goal of becoming a major growth engine for the region and the country.
