Determined site clearance for Lao Cai – Ha Noi – Hai Phong railway project

Key political task

The construction of Lao Cai – Ha Noi – Hai Phong railway is a national key project. The section running through Hai Phong is 89.8 km long, with two branch lines totaling 20.57 km, passing through 23 communes, wards and special zones of the city, and includes six mixed stations and three technical operation points.

The project requires more than 624 ha of land clearance, with 6,096 households subject to land recovery. The land clearance cost is estimated at around 11.218 trillion VND.

Recognizing this as an important political task, the city Party Committee has established and strengthened a steering committee for site clearance, chaired by the Secretary of the city Party Committee; adjusted plans and focused on direction and mobilization of the political system at all levels to implement land clearance work.

Multiple task groups related to the project have been deployed simultaneously. By early November, significant progress in site clearance had been achieved.

The city completed measurements, documentation and landholder identification to serve the preparation of land recovery files in 23 communes, wards and special zones. The review of affected technical infrastructure was basically completed. The city also identified material reserve sources for the project.

Over the past time, Hai Phong has coordinated with the Ministry of Construction, the Railway Project Management Unit and consulting units to hold multiple meetings to reach consensus on route alignment and study optimal solutions for the locations and scales of the stations and local sections to ensure technical and economic efficiency.

High-level focus

Speaking at a recent meeting of the Site Clearance Steering Committee, Secretary of the city Party Committee Le Tien Chau emphasized that this is a national key project with special significance for the development of Hai Phong city and the country as a whole.

The city proactively contributed about 11 trillion VND from the local budget to implement the section passing through the eastern area of the city. In the past time, departments, agencies and localities along the project route actively carried out tasks related to site clearance.

To effectively ensure site clearance and resettlement and meet the overall project schedule, Secretary Chau required the Party committees and authorities of relevant communes, wards and special zones to further concentrate resources, facilities, technical infrastructure, equipment and operational means, with determination to complete site clearance in 2025.

The Department of Construction, the Hai Phong Transport and Agricultural Projects Management Unit and the West Hai Phong Construction Investment Projects Management Unit shall urgently prepare and implement resettlement projects, striving for completion in November as the basis for localities to approve site clearance plans.

To serve site clearance, the city has assigned the implementation of 14 resettlement areas, including three projects in the east and 11 in the west. The city started Duong Kinh resettlement area in August 2025. Hai Duong Nam station is expected to break ground on December 19, 2025.
