E-commerce is an opportunity to promote the development of the digital economy. Not only taking place in large enterprises with strong financial capacity, e-commerce has expanded widely to household businesses and small production facilities in residential communities across Hai Phong.

According to the city Department of Industry and Trade, e-commerce is creating strong momentum, enabling more than 85% of nearly 30,000 private enterprises and nearly 205,000 economic establishments to conduct business online.

E-commerce revenue in Hai Phong in recent years has accounted for 16 – 18% of total retail sales, higher than the national average, and Hai Phong’s 2025 e-commerce index ranked fifth nationwide.

These figures reflect the strong growth of the digital economy and show that localities, especially dynamic urban areas like Hai Phong, are facing clear breakthrough opportunities if they effectively leverage new trends.

During the 2021–2025 period, the city has developed and implemented many plans to promote e-commerce, organized programs on anti-counterfeiting, consumer protection, online shopping days, and launched digital payment initiatives at traditional markets. The Department of Industry and Trade has also proactively carried out comprehensive solutions to integrate e-commerce deeply into socio-economic life.

Infrastructure supporting e-commerce has also received investment. The Hai Phong e-commerce management portal (www.hpe.gov.vn) updates the city’s shopping location database at maps.hpe.gov.vn with nearly 2,000 shopping points, helping authorities closely monitor business activities while supporting consumers with accurate and transparent information.

The city’s e-commerce trading platform at www.hoaphuong.gov.vn continues to be a reliable channel for introducing products, especially OCOP items, agricultural goods, specialties, and rural industrial products of Hai Phong.

A key highlight in the city’s e-commerce development strategy is supporting businesses in joining international e-commerce platforms. Recently, the Department of Industry and Trade cooperated with Amazon and Alibaba to organize conferences, workshops, and programs that helped many businesses access structured knowledge about cross-border business, from quality standards, packaging, logistics, brand building to managing international storefronts.

Alongside digital platform development, Hai Phong has especially focused on fostering a habit of cashless payment. The city has coordinated with commercial banks to promote cashless payment and expand QR code and e-wallet services in markets, supermarkets, and shopping centers.

These results help ensure safe and transparent transactions while forming a synchronized digital payment ecosystem. This is considered a “launchpad” accelerating e-commerce growth in recent years.

A highlight in 2025 is a livestream selling program at traditional markets, launched on November 15 at Phu Loc market in Tue Tinh commune. This is a creative approach that helps small traders who are familiar with traditional selling methods access e-commerce in a simple, intuitive way suitable for market habits.

With current growth momentum and coordinated efforts from departments, sectors, and the business community, e-commerce continues to be an important driving force promoting Hai Phong’s digital economy to strong breakthroughs.
