Gia Phuc expects breakthrough from major industrial project

Hoang Dieu, covering 245 ha, the second industrial park in Gia Phuc commune, Hai Phong city, is expected to become a magnet for major investors.

Promoting advantages

Gia Phuc commune, located in the southern part of Hai Phong, has a favorable position for economic, social, and cultural exchanges with localities in and outside the city.

The commune is served by important transport routes, including National Highways 37 and 38, the provincial North–South road, and the Ha Noi–Hai Phong Expressway.

At present, Gia Loc industrial park (IP), covering nearly 200 ha, is under land leveling and infrastructure construction, while Toan Thang industrial cluster, 75 ha in area, has been put into operation.

With these advantages, the commune aims for comprehensive development across industry, agriculture, urban areas, and services, with industry as the spearhead to drive socio-economic growth. Focus is placed on attracting high-tech, supporting, and processing industries, commercial services, and agro-processing sectors.

At the end of January 2025, the People’s Committee of the former Hai Duong province approved the subdivision plan for the construction of Hoang Dieu IP in Gia Loc district (now part of Gia Phuc commune) with a total area of 259.78 ha.

Nguyen Chinh Thong, Chairman of the Gia Phuc People’s Committee, said this is the largest IP in the commune. Of the total planned area, 245 ha are designated for industrial development, with the remainder allocated for infrastructure connections.

Economic growth driver

Hoang Dieu IP is developed by Hoang Dieu Industrial Infrastructure Development JSC., a subsidiary of Hoa Phat Group, with a total investment of 3,388 billion VND. The project has a 50-year operation period from the date of investment approval.

This multi-sector IP aims to attract industrial projects with high value-added production. It will feature modern, comprehensive technical infrastructure, along with public and social facilities such as accommodation, commercial services, cultural and sports amenities, healthcare, and parks to serve workers in the IP.

Nguyen Chinh Thong highlighted one of the IP’s key advantages: its strategic location with multi-directional trade connectivity. The project borders the Ha Noi–Hai Phong Expressway and is near major highways, including 5A, 37, and 38. Goods can easily move to Ha Noi, Bac Ninh, and Lang Son, as well as connect quickly to Hai Phong seaport, Cat Bi Airport, and Noi Bai International Airport. This will help Hoang Dieu optimize the supply chain and enhance operational efficiency for investors in the IP.

“Most of the households subject to land recovery have agreed with the IP investment plan following communication and consultation. We aim to hand over about 100 ha to the investor by the end of the first quarter of 2026,” said Thong.

With comprehensive infrastructure, a strategic location, and strong local consensus, Hoang Dieu IP is expected to improve residents’ living standards, promote sustainable economic growth, and create a dynamic, modern urban landscape for the locality.
