Hai Phong accelerates social housing construction

Hai Phong has implemented 48 social housing projects with about 54,914 apartments, exceeding the target assigned by the Prime Minister by 11%.

The Hai Phong People’s Committee has issued a plan for social housing construction in 2025 and the 2026–2030 period.

Accordingly, the city aims to complete the social housing targets set by the Prime Minister and those assigned in the Resolution of the 1st Congress of the city Party Committee for the 2025–2030 term.

Since 2021, the city has been implementing 23 social housing projects for workers and low-income earners, with a total of about 26,715 apartments.

From 2021 to 2024, 5,904 units were completed.

In 2025, the city is building about 20,811 units; by the end of 2025, an estimated 10,775 units would be completed and eligible for sale, fulfilling the Government-assigned target of 10,694 units.

The city is preparing to invest in 25 projects expected to be completed during 2026–2030, with a total of about 28,199 units. Among them, 14 projects, totaling about 15,639 units, have found investors, while 11 others, with a scale of about 12,560 units, are in the process of investor selection.

In total, the city has implemented, is implementing, and will implement 48 social housing projects with a total scale of about 54,914 units, equivalent to 111% of the target assigned by the Prime Minister (49,400 units). This provides the basis for Hai Phong to strive to complete the assigned target for the entire 2021–2030 period.

According to the city People’s Committee, the demand for social housing in Hai Phong during 2021–2030, as defined by the Housing Development Program, is about 64,600 units (130% of the Government-assigned target for the entire period). However, after administrative merger, demand saw significant fluctuations, especially as prices of real estate and commercial housing increased far beyond the income levels of workers seeking to accumulate savings for home purchases.

Additionally, after the merger, a large number of civil servants and armed forces personnel from western Hai Phong moved to work in eastern Hai Phong, and vice versa, following the transition to the two-tier local government model, leading to rising demand. There was also growing demand from out-of-province workers in economic zones and industrial parks, low-income urban residents (informal labor), and workers at enterprises across the city.

To meet the social housing demand of about 64,600 units during 2021–2030, as identified in the Housing Development Program, and to prepare land supply for the 2031–2040 period, Hai Phong plans to further expand social housing development in the coming years.
