Tourist destinations in western Hai Phong have adopted a code of conduct to build a safe, friendly, and professional tourism environment, increasingly attractive to visitors.

Visible changes at destinations

Returning to Kiep Bac temple after many years, Nguyen Hong Minh from Cau Giay ward, Ha Noi, was amazed by its transformation. All street vendors were relocated to the dyke-side area, restoring the temple’s open and solemn landscape. “Con Son – Kiep Bac relic site has changed not only in appearance but also in service quality, becoming a friendly, safe, and civilized destination,” said Minh.

In recent festivals, Con Son – Kiep Bac relic site has won visitors’ hearts by using tens of thousands of paper lanterns instead of plastic ones and biodegradable plastic bags for waste collection, helping reduce environmental pollution.

Nguyen Thi Binh from An Phu commune, Hai Phong, said that during her visit to Cao An Phu temple, she was warmly welcomed by staff from the entrance area. Before the guided tour about the cultural and historical values of the site, she was also briefed on visitor rules. “Perhaps that’s why most visitors here dress appropriately, refrain from graffiti or littering, avoid scattering small banknotes, and offer incense properly,” said Binh.

At Dao Co (Stork Island) eco-tourism site in Nam Thanh Mien commune, the most notable change is that all tourists now wear life jackets when boarding boats. This is also the first tourist site in western Hai Phong to adopt e-ticketing, improving service professionalism.

These positive changes in the tourist destinations largely stem from the implementation of a code of conduct in tourism issued by the Ministry of Culture, Sports and Tourism in 2017, aiming to create a friendly, safe, and professional tourism environment.

Comprehensive implementation

The code of conduct in tourism has been implemented across all tourism-related sectors in western Hai Phong, including destinations, travel agencies, transport and accommodation businesses, and local communities near tourist sites. The city Department of Culture, Sports and Tourism encourages each locality and destination to apply the code appropriately to local conditions.

For Nam Thanh Mien commune, one of its key goals for 2025 is clean, organic, and circular production linked with experiential tourism, along with planting more trees to beautify the roads to tourist areas. “Helping residents build a culture of civilized behavior toward visitors will contribute to realizing our community-based tourism development goals,” said Vu Van Nguyen, Vice Chairman of the commune People’s Committee.

The implementation of the code has brought positive changes in awareness and behavior, improving the quality and appeal of western Hai Phong’s tourist destinations.

In 2024, the western Hai Phong region welcomed more than 2.5 million visitors, up 41% from 2023 (including 108,525 international arrivals, up 43%, and over 2.4 million domestic visitors, up 41%). Tourism revenue reached 1.222 trillion VND, an increase of 41% year-on-year.

In the first ten months of 2025, Hai Phong tourism is estimated to receive 12.7 million visitors, generating approximately 13.3 trillion VND in revenue.
