Hai Phong accelerates establishment of Specialized Economic Zone
Secretary of the Hai Phong Party Committee Le Tien Chau has directed the acceleration of the establishment of the city Specialized Economic Zone and the completion of a master plan for the Southern Coastal Economic Zone in 2025.

The Hai Phong Steering Committee for the Development of Economic Zones (EZ) and Industrial Parks (IP) convened a meeting on November 7 to review the development situation of local EZs and IPs and identify key tasks for the final two months of the year.
According to Vice Chairman of the city People’s Committee and Head of the city EZ Authority Le Trung Kien, a proposal to establish the city Specialized EZ has been submitted to the Prime Minister, and related procedures are being continued to complete the establishment process.
For the Southern Coastal EZ, the city is focusing on preparing and approving its master plan, aiming for completion in 2025. Within this zone, four IPs have been established, while three others, whose 1/2000 subdivision plans have been approved, are yet to be formed.

In addition, the city has been developing several industrial clusters. Major projects in seaports, logistics, and energy include the Nam Do Son port and logistics complex, Hai Phong LNG thermal power plant, the Tien Lang seaport and logistics center project, Hung Thang and Thai Hoa urban areas, and resettlement zones.
Regarding the Free Trade Zone, following its establishment decision on October 13, 2025, the city EZ Authority studied and worked out a plan for the zone’s development, defining specific implementation tasks and criteria for selecting investors and projects.
At the same time, the city is expediting the development of other IPs across the area.

At the meeting, Chairman of the city People’s Committee Le Ngoc Chau emphasized two key factors in the development of local EZs and IPs, site clearance and investment attraction.
In terms of investment and occupancy rates in IPs, the Chairman highlighted the role of the city EZ Authority and other municipal departments, urging stronger, more proactive, and effective measures. These include reviewing investors’ capacity and decisively replacing those who fail to meet requirements. The authority was also assigned to propose solutions to ensure sufficient human resources for EZs and IPs.
Concluding the meeting, Secretary of the city Party Committee Le Tien Chau affirmed that the development of EZs and IPs is a core task and a growth driver for Hai Phong.

He directed the acceleration of establishing the Specialized EZ and completing the master plan for the Southern Coastal EZ within 2025, as well as finalizing procedures to begin construction of the Nam Do Son port and logistics complex this December.
Regarding the Free Trade Zone, the Party Committee of the city People’s Committee shall instruct the development of a detailed plan, focusing on the model, conditions, and criteria for investment attraction; clarify funding sources from both the budget and businesses; and expand investment promotion beyond Japan, South Korea, and China to include the US, Europe, Singapore, etc.
The Secretary emphasized that in developing the Free Trade Zone, Hai Phong should maximize the advantages provided by the National Assembly’s Resolution No. 226/2025/QH15 on piloting special mechanisms and policies for Hai Phong’s development, thereby enhancing the zone’s overall appeal.
