Administrative procedure processing sees positive transformation

Thanks to strong decentralization and delegation of authority, the implementation of a two-tier local government model has made administrative procedure processing more convenient for Hai Phong citizens.

Positive signals

Under the two-tier local government model, the processing of administrative procedures for citizens and businesses in Hai Phong has become faster and more efficient as the administrative apparatus is streamlined with fewer intermediary levels (the district level).

Previously, under the three-tier local government model, the process of issuing land use right certificates involved 5 – 6 departments at the district level. Files had to move between the commune and the district, often causing long delays. In some cases, residents waited for a year without receiving their certificates.

However, since July 1 this year, under the Government’s Decree No. 151/2025/ND-CP on defining the authority of two-tier local governments, the Hai Phong People’s Committee has delegated power to commune-level People’s Committees to receive land-related applications from individuals.

Accordingly, procedures such as the initial registration and issuance of land use right certificates can now be handled directly at commune-level People’s Committees. Notably, commune-level land management agencies are now authorized to certify cadastral map extracts for land registration and certification purposes.

Decentralization and delegation have indeed facilitated administrative procedure processing for organizations and individuals. At the same time, the workload and authority at the commune level have multiplied. Currently, commune-level People’s Committees handle 415 tasks, while commune chairmen are responsible for 456 tasks, including 189 former commune-level duties and 267 tasks transferred from the district level. Meanwhile, public expectations for timely and high-quality service continue to rise.

To ensure effective task performance, commune and ward People’s Committees have adopted a range of measures. According to data from the National Public Service Portal, in September 2025, the Administrative Service Center of Hong An ward ranked among the top five communes, wards, and special zones in terms of on-time and early file resolution, reaching 100%.

The ward Administrative Service Center ensures adequate staffing, infrastructure, functional areas, and service facilities, along with a distinct public identity. Despite the heavy workload, staff and civil servants make every effort to avoid any late or overdue cases. “The workload is heavy and procedures have changed, so to meet task requirements, we constantly improve our professional skills and apply information technology,” said Pham Thi Phuong, an officer of the ward Culture and Social Affairs Division.

Taking citizen satisfaction as its guiding principle, administrative service centers in communes and wards have adopted practical measures. Pham Son Tung, Deputy Director of the Administrative Service Center of Dai Son commune, said that the center has been operating smoothly, with a high rate of early and on-time case resolution and minimal overdue cases. When results are available, if citizens have not yet collected their documents, the center proactively contacts them by phone.

With a service-oriented mindset and synchronized measures, from organizational structure to technical infrastructure, many communes, wards, and special zones are now ensuring both the volume and quality of administrative services.
