Hai Phong streamlines procedures to support private sector growth
Hai Phong is taking various measures to simplify procedures and facilitate the development of the private sector.

Shortened administrative processing time
The Hai Phong People’s Committee has issued Plan No. 173 to promote private sector development. To date, departments, agencies, and 114 communes, wards, and special zones across the city have recorded many innovations in administrative reform in this field.
To achieve the goal of reducing 50% of provincial-level administrative procedures, the city Department of Finance cut 92 out of 98 procedures in October, with the remaining six unchanged due to their one-day processing time.
Nguyen Ngoc Tu, Director of the Department of Finance, said this decisive reduction demonstrates a determination to reform administration and make it more convenient for businesses to complete investment-related procedures. This effort helps strengthen Hai Phong’s position as an attractive destination for both domestic and global investors.
Similarly, the Department of Construction shortened the processing time for 231 internal procedures by 50% compared to the standard duration, reaching a rate of 93.93%, and the city Economic Zone Authority also reduced administrative processing time by 50% through the issuance of internal administrative workflows within its jurisdiction.
Vu Quoc Hoang, Development Director of Lochome JSC. with a Northern branch office on Le Hong Phong street, Hai An ward, Hai Phong city, said his company plans to expand its operations and requires a large land area for project development. “Efforts by the city departments and sectors to cut administrative procedures have helped our company save significant time and manpower costs when handling land and capital mobilization procedures,” said Hoang.
Continued reform for businesses

In addition to streamlining administrative procedures, many departments, agencies, communes, wards, and special zones have issued specific plans to effectively implement the city’s Plan No. 173.
In early September, the People’s Committee of Kien Hai commune issued a plan for private sector development for the 2025 – 2030 period, assigning the commune’s Public Administration Center to take the lead in proposing and implementing administrative reforms that facilitate private sector growth.
Ha Thi Thuy, Chairwoman of the People’s Committee of Thuong Hong commune, said the commune directed all officials and employees to shift their administrative mindset from “control” to “accompaniment and service,” ensuring that residents and businesses have every condition to expand production and business activities.
To further accelerate administrative reform and create favorable, transparent mechanisms for business development, the city People’s Committee has instructed the Departments of Finance, Construction, and Agriculture and Environment, and the Economic Zone Authority to study and apply a “green channel” mechanism for certain administrative procedures related to investment, construction, and land. The agencies are required to propose implementation procedures within the fourth quarter of 2025.
