Removing bottlenecks in site clearance to accelerate public investment disbursement
Vice Chairman of the Hai Phong People’s Committee Tran Van Quan has asked localities to continue reviewing and promptly addressing bottlenecks and obstacles in the process of compensation, support, and resettlement.
Vice Chairman of the Hai Phong People’s Committee Tran Van Quan inspected and directed efforts to resolve difficulties in site clearance and accelerate the disbursement of public investment for a number of projects in wards that were formerly part of Hai Duong city on October 29.
As reported by the Hai Duong Construction Investment Project Management Board, in 2025, the unit was assigned to implement 86 projects with a total capital plan of more than 721 billion VND. As of now, disbursement has reached over 404 billion VND, equivalent to more than 56% of the plan.
Vice Chairman Tran Van Quan commended the efforts of Party committees, local authorities, the board, and relevant agencies in site clearance and public investment disbursement. He emphasized that the progress of site clearance plays a crucial role in determining the overall results of project implementation, particularly for the city’s key works.
He requested localities to continue reviewing and promptly resolving bottlenecks and obstacles in the compensation, support, and resettlement process, while proactively completing land-related legal documents to ensure accuracy, consistency, and compliance with regulations.
The Vice Chairman also urged the Hai Duong Construction Investment Project Management Board and relevant units to uphold a strong sense of responsibility, maintain close coordination with localities, and direct and supervise contractors to allocate adequate personnel and equipment to accelerate construction progress. The goal is to complete the disbursement plan for public investment in 2025 in line with the city’s commitments and schedule.
