41 outstanding special policies of Hai Duong and Hai Phong to be applied after merger

41 resolutions on outstanding special policies of the former Hai Duong province and Hai Phong city will be implemented across the entire city following the merger of the two localities.

The Hai Phong People’s Council adopted a resolution on applying legal normative documents issued by the former Hai Phong People’s Council and Hai Duong People’s Council to the new Hai Phong city after the merger of the two localities at its 30th session on the afternoon of October 26.

Specifically, the city People’s Council approved the application of 28 resolutions, previously issued by the former Hai Phong People’s Council, to be implemented across the new Hai Phong city. These include several resolutions on social welfare and education policies.

The council also approved the application of 13 legal normative documents, issued by the former Hai Duong People’s Council, to be applied within Hai Phong city after the merger. Many of these resolutions concern social welfare, natural resources, and environment.

These documents will take effect from October 26, 2025, the effective date of the new resolution, and will remain valid until March 1, 2027 or until replaced by new legal normative documents issued by the Hai Phong People’s Council, whichever comes first.
