Creating momentum for science and technology enterprises to grow stronger
Hai Phong is making strong efforts to unlock resources and create momentum for scientific research and technological development.

Recently, the Standing Board of the Hai Phong Party Committee has agreed on the need to issue a resolution by the city People’s Council to promptly implement several special policies under the National Assembly’s Resolution No. 226 on science and technology, including land incentives for science and technology enterprises. This decision is welcome news, meeting the expectations of the business community in general and the city’s science and technology enterprises in particular.
Hai Phong currently has 75 science and technology enterprises, most of which are micro-, small-, or medium-sized ones.
Over the past time, the city has issued a number of important resolutions to guide and implement the Politburo’s resolutions and conclusions on scientific and technological development, innovation, and digital transformation, with initial results making positive contributions to the city’s socio-economic development.
In June 2025, the National Assembly adopted Resolution No. 226/2025/QH15 on piloting several special mechanisms and policies for Hai Phong’s development. Among them, one policy on science and technology stipulates that the city People’s Council is responsible for issuing specific regulations on the content, level, duration, criteria, and beneficiaries of land incentives for science and technology enterprises in the city.
Following the city Party Committee’s Standing Board’s consensus, the city People’s Committee has directed relevant departments and agencies to urgently complete documentation and submit a draft resolution to the city People’s Council for approval at its 30th session at the end of October.
Once approved, the resolution will establish supportive policies for science and technology enterprises implementing projects in science and technology production, business, and services across the city. The goal is to encourage the creation of products and goods derived from scientific research and technological development, attract both local and external enterprises to invest or expand operations, and promote the growth of science and technology enterprises based on science, technology, and innovation. This will contribute to Hai Phong’s rapid and sustainable economic growth.
By concretizing the National Assembly’s Resolution 226, Hai Phong is highly determined to swiftly complete a system of breakthrough, distinctive mechanisms and policies to unlock resources and drive scientific research and technological development in line with international standards and meeting the demands of the new era.
